Help

As a Budget Officer (Budget Director), GS-0560-15, your typical work assignments may include:

  • Supervising staff by providing guidance, training and oversight to accurate and timely budget preparation and reporting, and to ensure budgeting processes comply with regulations and internal policies.
  • Preparing proposed budget requests to the Office of Management and Budget Request (OMB), Executive Office of the President and the Congressional Budget Justification (CBJ).
  • Making resource allocation proposals to the Chairman, the General Counsel, or their designated representatives regarding the allocation of the Agency's available funds.
  • Developing and maintaining budget records to ensure allotments and activities stay within Congressional limits or OMB apportionments, based on operating allotments or activity planning.
  • Developing the Status of Funds Reports that outlines expenditure of funds by OMB object class codes, and by program activity.

IDEAL CANDIDATE STATEMENT

The ideal candidate for the Budget Officer (Budget Director) will have experience with budget formulation, developing operating plans, executing and tracking appropriated funds, and experience with status of funds, and managing the fiscal year-end closing. The candidate has a strong understanding of budgeting principles, excellent analytical skills, and the ability to work collaboratively with Program Offices, Program Heads and the Agency Executives Leadership. Excellent oral communication and leadership skills to interact with senior level management and lead a team are essential.

MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Budget Officer (Budget Director) at the GS-15 grade level.

Specialized experience includes:

  • Experience preparing, analyzing, monitoring budget plans to ensure compliance with regulatory guidelines, mandates, and internal controls while maintaining timely completion of budget deliverables; and
  • Experience providing leadership and direction to a team of staff to resolve issues, and ensure high-quality products are completed within established deadlines; and
  • Experience providing recommendations to support executive level budget decisions and maintain relationships with internal and external stakeholders to facilitate budget formulation, and budget execution.

For evaluating the quality of applicants for referral to the selecting official, a multi-phased process will be used.

THE RULE OF MANY
The NLRB uses the Rule of Many which ranks job applicants numerically and allows for selection from a broader, top-ranked pool. Applications will be evaluated and rated using the Rule of Many procedures under 5 C.F.R. §332.402 based on a set number, score or percentage of highest ranked eligibles. Preference eligibles will receive 5 or 10 points added to their score based on the adjudicated preference.
