Help
  • You will ensure the effective delivery of comprehensive support programs designed to enhance the quality of life and readiness of service members and their families.
  • You will oversee non-medical clinical counselors and Family Advocacy Program Clinicians.
  • You will be responsible for identifying the needs and concerns of the installation, presenting plans, recommendations, and providing assistance to correct readiness and retention issues.
  • You will respond to client and staff complaints or problems, taking necessary actions to resolve them, and serve on installation committees, boards, and councils as a subject matter expert on quality of life for military personnel and their families.
  • You will serve as the principal advisor to the Installation Commanding Officer (ICO) on FFSC-related program delivery.
  • You will identify plans and strategies to assist commanders with preventing, identifying, and addressing family readiness challenges to maintain unit cohesion and operational and family readiness.
  • You will monitor enterprise or locally developed performance metrics, making recommendations regarding the continued use, enhancement, or reduction of programs, personnel, and material and facility footprints.
  • You will be required to hold a duty to provide 24/7 Response for Family Advocacy per DoW regulations

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • The incumbent must meet the qualification requirements for Tier III clinical providers described in SECNAVINST 1754.8, “Credentials Review and Clinical Privileging of Clinical Providers within Department of the Navy Family Readiness Program”.
  • Incumbents are required to obtain and maintain a Secret security clearance of access for the duration of employment which includes a background investigation containing no convictions of sexual assault or domestic violence, and a credit check.
  • Incumbent must complete Installation Records Check (IRC) requirements in accordance with DoDI 1402.05. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers.
  • This position requires a 12-month probation to assess the incumbents’ ability to perform supervisory duties unless previously completed per Title 5, Part 315, Subpart I.
  • This position requires up to 20% Temporary Duty/business travel away from normal duty station to attend/give training/attend conferences/provide support for regional issues. Travel may include traveling by military and/or commercial transportation.
  • This position requires incumbents to complete COR training within 15 days of starting the position if the FFSC currently has contracting staff or within 15 days of contract personnel assignment.
  • May be required to man Emergency Operation Center/Family Assistance Center, for 24 hours, 7-day week, on-call status. "Emergencies" designated by headquarters, to include natural disasters, disasters at sea to ships, planes, mass casualty situations.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of Fleet and Family Readiness Center cervices, serv ice delivery systems, concept, principles, and theories to effectively and efficiently manage FFSC programs2) Knowledge of the Navy organization, mission, and lifestyle; the psychological and socioeconomic factors affecting command and mission readiness.3) Knowledge of Federal, state and municipal human service laws, program, policies, and directives to disseminate updated program information.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Basic Requirements for Social Science Series 0101: Applicants must have possessed a degree in behavioral or social science or related disciplines appropriate to the position being filled.

OR

possess a combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.ORpossess four years of appropriate experience that demonstrated acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Basic Requirements for Psychologist (0180): Applicants successfully completed a degree with a major or equivalent in psychology for a specialization other than clinical or counseling psychology.

OR

successfully completed all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.ORHave completed 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology in an accredited educational institution.

Basic Requirements for Social Worker (0185): Applicants successfully completed a degree in Social Work that fulfills all the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

OR

successfully completed a master's degree in social work with practicum.

Required License: A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner and when the State or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.

This position is a TIER THREE clinical care practitioner with clinical supervisor eligibility. Applicants must meet all of the following requirements as outlined in SECNAVINST 1754.8:
1. Possess at least a master's or doctoral degree in one of the following disciplines:a. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree, OR
b. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree, OR
c. Master's degree in Social Work from a graduate school accredited by the Council on Social Work Education (CSWE) or an equivalent degree, OR
d. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school and a one-year APA accredited clinical internship
2. State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Licensed Professional Counseling, Marriage and Family Therapy, Clinical Social Work, Clinical Psychology or Counseling Psychology.
3. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.
4. Must have engaged in two years, full-time, post-masters supervised clinical experience AND have two years, full-time clinical experience post independent licensure or certification.

Additional information

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
