This position is located with the Office of the Secretary of Interior, Office of Self Governance in Albuquerque, New Mexico; Vancouver, Washington; Washington, District of Columbia. The incumbent will assist higher graded financial analysts, accountants and other bureau financial management employees in providing accounting and financial management services to the bureau.

Duties

As Financial Specialist, GS-0501, your typical work assignments may include, but not limited to:

  • Works with peers and program offices to complete a variety of financial system related transactions.
  • Works in a team environment and provides excellent customer service to internal and external customers to assess their needs and provide information and assistance resulting in problem resolution.
  • Assists with the training function of the financial system by reviewing and updating training materials, providing in-person and virtual training classes.
  • Contributes to financial system updates and optimizations by soliciting user feedback, recommending changes, testing updates, and providing training and information to users when updates are released.
  • Prepares and generates reports for management and program offices.
  • Reviewing role requests, assigning established role-based training requirements to users, and certifying completion of training.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards)

GS-07: To qualify for this position at the GS-07 grade level you must have one year experience at the GS-05 grade level or equivalent performing the following: experience preparing, entering, or reviewing financial system transactions; experience resolving errors in financial transactions or reports; experience providing customer service.
OR
1 full year of graduate level education or superior academic achievement.

GS-09: To qualify for this position at the GS-09 grade level you must have one year experience at the GS-07 grade level or equivalent in all of the following areas: experience preparing, entering, or reviewing financial system transactions; experience resolving errors in financial transactions or reports; experience providing outstanding customer service; experience providing training to financial system users; experience testing updates to an integrated and automated financial system.
OR
A master's or equivalent graduate degree; two (2) full years of higher-level graduate education leading to such a degree; a LL.B. or J.D. degree; or a combination of experience and education.

GS-11: To qualify for this position at the GS-11 grade level, you must have one year experience at the GS-09 grade level or equivalent in all of the following areas: experience assisting with financial management, accounting, or budgetary services. This includes planning and conducting financial studies or reviews; evaluating financial systems or internal controls to identify processing weaknesses; analyzing automated financial reports to identify anomalies and prepare corrections; and assisting in the preparation of recurring regulatory financial management reports and justifications.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
