Duties

Help

As a Database Administrator you will perform the following duties:

  • Serve as an IT Specialist (Database Administrator) responsible for administering, maintaining, monitoring, and supporting mission-critical database and data-management environments for financial systems including database object management, account and access support, refresh and replication support, database availability, integrity, and performance monitoring, troubleshooting, and operational validation.
  • Manage and support system changes affecting database environments and related financial systems.
  • Review tests, validate, document, and implement database changes, software releases, patches, configuration changes, scripts, migrations, account-management changes, and weekend or after-hours maintenance activities in accordance with agency, organizational, security, and change-management standards.
  • Perform systems analysis, technical research, requirements review, design and development support, testing, validation, and implementation support for major financial management system initiatives, modernization efforts, and technical projects.
  • Support security compliance, audit readiness, vulnerability remediation, internal controls, and risk management activities for database environments and related systems. Generate and validate audit evidence, database reports, technical documentation, and corrective-action support materials needed to demonstrate compliance with applicable cybersecurity, privacy, and data-handling requirements.
  • Develop, maintain, and improve standard operating procedures, checklists, technical notes, user or administrator guidance, training materials, and knowledge-transfer documentation that support database administration, operational consistency, audit readiness, onboarding, and continuity of service.
  • Provide technical advice, assistance, and responsive customer support to vendors, contractors, system owners, functional teams, and other stakeholders.

Qualifications

The GS-13 salary range starts at $108,173 per year. Locality pay will be determined upon selection.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 

  • Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 

  • Technical Competence – Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is IT-related experience performing database administration for mission-critical enterprise systems including:

  • Oracle Database or comparable relational database administration in UNIX/Linux environments; 
  • Database monitoring and troubleshooting;
  • Security and account/access support;
  • Refresh/replication, performance/log review and backup/recovery validation; 
  • Changes, scripts, patches, releases, migrations and requirements/impact analysis; 
  • Cybersecurity, audit readiness, and vulnerability remediation; 
  • Creating and updating SOPs, technical documentation, and providing customer/stakeholder support.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in database administration methods utilized to administer, maintain, monitor and support financial systems.
  2. Skill in managing and supporting database system changes affecting financial systems in accordance with change-management standards.
  3. Skill in performing systems analysis in support of financial system changes and projects.
  4. Knowledge of cybersecurity, privacy, and compliance requirements applicable to related database systems and environments.
  5. Ability to develop, maintain, and improve standard operating procedures supporting database administration, and provide technical assistance and support to various stakeholders.

Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.
