This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Working as a System Integration Specialist within the Office of Information Systems Management (OISM), Applications System Division, you will perform the following duties:

  • Oversee integrated services and identity management solutions across multiple Bureaus within the Department of Commerce (DOC).
  • Lead the architecture, security, and operational excellence of Enterprise Identity and Access Management (IDAM) platforms.
  • Manage and secure Privileged Access Management (PAM) infrastructure and policies across mission-critical systems.
  • Apply technical expertise in core identity protocols to ensure secure and seamless system integrations.
  • Direct cross-functional technical teams to execute high-stakes, agency-wide IT projects.
  • Translate complex technical roadmaps and strategic plans for executive leadership and key stakeholders.
  • Ensure identity and access management initiatives directly support mission-critical IT programs across the agency.
  • Develop comprehensive technical documentation to preserve institutional knowledge and support long-term system continuity.
  • Share knowledge, strategies, and operational guides with collaborative team members and stakeholders across different Bureaus and Agencies.

Qualifications

Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-11 level (ZP-III at NIST). Specialized experience is defined as experience:

  • Configuring, troubleshooting, and maintaining Identity and Access Management (IAM) integrations using standard protocols (SAML, OIDC, SCIM, LCM) to ensure secure, seamless authentication and user lifecycle management.
  • Facilitating and configuring systems for complex IT migrations and multi-agency integrations, ensuring smooth interoperability and secure data sharing across environments.
  • Developing custom scripts and automated workflows using PowerShell, API-driven automation, and other programming languages to streamline administrative tasks, reduce manual overhead, and optimize system operations.
  • Translating business requirements into technical documentation, including detailed system design outlines, user-oriented knowledge base articles for end users, and comprehensive knowledge-transfer materials for stakeholders and system admins.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
