The Office of Digital Management is responsible for managing General Services Administration IT solutions, resources, and shared services.

Duties

Help

  • Design expert technical training, communications, data analysis, coordination, and advice in the future planning and integration of agency-wide/regional technology solutions. 
  • Provide agency-wide technical guidance (including videos, instructional guides, and live training) to efficiently and effectively operate software/hardware systems.
  • Participate and/or lead the implementation of Agency-wide IT program projects from design to support for assigned organization (including communications, training, and user feedback on technical solutions). 
  • Deliver training for end-users in support of new system development and implementation.
  • Manages the programmatic aspects of the IT training program, which includes developing and implementing robust tracking mechanisms for critical program data and metrics.
  • Monitors and analyzes data such as course enrollment rates, attendance figures, participant satisfaction scores, and the open rates of promotional communications.
  • Evaluates the overall effectiveness of the training curriculum and marketing efforts, informing continuous improvements, and ensuring the program consistently meets its
    strategic objectives and delivers maximum value to employees.

Qualifications

The GS-13 salary range starts at $108,173 per year and will vary based on duty location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is defined as:

  • Applying adult learning and instructional design principles to the development of comprehensive IT training curricula
  • Developing and delivering training using blended learning techniques, including but not limited to producing educational videos, written training materials, and/or presenting in-person training
  • Evaluating training feedback, metrics, and surveys to track program effectiveness.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of the concepts, principles, practices, and methods required to design and implement electronic presentations, training materials, and publications utilizing effective technology tools.
  2. Skill in applying information technology (IT) management concepts, data collection/analysis, and industry standards and
    practices to provide advice and guidance on critical organizational IT issues.
  3. Skill in digital communication and adult learning methods, techniques, and materials to deliver IT training sessions utilizing a
    variety of instructional methods such as webinars, eLearning, instructional videos, and blended approaches which explain technical
    concepts.
  4. Ability to draft and/or research reports and synthesize data, and make programmatic training recommendations which support
    business requirements and end user needs.
  5. Knowledge of program management methodologies, including data analysis, survey feedback, and performance monitoring, to
    evaluate training curriculum and marketing effectiveness, guide continuous improvements for strategic alignment, and maximize value to
    personnel.
