Duties

Help

Serves as Program Specialist for the Future Operations Branch, Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps.  

Assist with the operational effectiveness and technical efficiency for all Information Technology (IT) functional areas for MF to include Family Care, Family Readiness, Personnel & Professional Development, Military Personnel Services, Behavioral Programs, Semper Fit, and activities worldwide.  

Coordinates work priorities in cooperation with and reports to the Innovation/IT Modernization/CIRRAS Functional Systems Section Head. 

Liaise with other sections and branches including IT to solve operational problems; confer with systems, programming, and operational personnel to coordinate activities to minimize operational problems, confer with Functional Systems Section Head to establish priorities and set deadlines; maintain records and prepare correspondence and reports; attend meetings.  

Troubleshoots customer and system problems and issues; provide technical support to internal and external customers. 

Serves as part of the Functional Advocate Team for the Command Individual Risk Resiliency Assessment System (CIRRAS).

Produces a wide range of documents, which require complex formats, to support office automation functions. Responsibilities include creating, editing, and reformatting lengthy reports that require advanced features, such as generating tables of contents, compiling statistical data with multiple columns, preparing technical directives, drafting correspondence, and listing exhibits. Additional tasks involve using databases or spreadsheet software to enter, revise, sort, calculate, and retrieve data for standard or special reports, as well as using graphics software to produce graphic symbols, charts, and graphs.

Gathering statistical data, monitoring and reporting on support budgets, assisting in developing financial plans; assisting with web-based MF IT support tickets. 

Represents MF while interacting with customers external to the organization. Ensures the business rules for the Division are supported by IT technical system designs, deliver functional requirements, end user interface, innovation, and digital analytics to staff members in the Branch. 

Develop operational guidelines for the full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available. 

Implements high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet Marine Corps Community Services (MCCS) objectives.

Coordinates and integrates project activities that require negotiation with representatives inside and outside the organization, and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs. 

Manages leads or administers project resources. 

Research Division and outside data collection efforts and systems. 

Works across the Organization as the MF representative to senior level forums and working groups to ensure data acumen, digital interoperability, information/process sharing, and system integration of the organization. 

Ensures stakeholders have the necessary access to .mil and .org systems, based on appropriate roles/permissions. 

Develops IT system functional requirements, market research, quarterly IT procurement, fiscal budget development, and contractual documentation including Department of Navy Application and Database Management System (DADMS), Information Technology Procurement Review (ITPR), Performance Work Statements (PWS)/Statement of Work (SOWs) and Statement of Objectives (SOOs) for task orders leading to acquisition of IT systems, and equipment and services required for projects. 

Conduct reviews and assessments of contract proposals, defining system requirements for implementation, replacement or modification of existing systems when necessary and serves as Contracting Officer Representative (COR) to support the contracting projects for IT.

Serves as an M&RA backup SharePoint Online (SPO) Hub Manager when needed. Execute SharePoint requirements, development, implementation, and management. 

Schedules, coordinates, supervises, and evaluates systems training for Division field personnel, delivers classroom training, as required.

Adheres to safety regulations and standards. Reports observed workplace hazards, injury, occupational illness, and/or property damage resulting from workplace mishaps to supervisor. 

This is a white-collar position where occasional lifting to 20 lbs. may be required.

Qualifications

Four (4) years experience that demonstrates a broad knowledge of administrative practices and principles in a technical support environment. Education may be substituted for years of experience.  

Highly skilled with knowledge of personal computer and networking technologies including hardware, software, and operating systems.  

Self-motivated with the ability to work independently or with minimal supervision.  

Exceptional customer relations and interpersonal skills. Strong verbal and written communication skills including work organization and record keeping.

 Skills: Set priorities and establish deadlines; Determine appropriate solutions to complex operational problems; Read, analyze, and interpret complex technical data; Prepare clear, accurate, and complete records, reports, and correspondence. 

Attend and participate in annual training and obtain certifications as applicable.  

Must be able to accommodate a flexible work schedule.  Must be able to travel to support the program requirements. 

As an authorized and privileged user of Department of Defense Information Systems, candidate must possess or receive Information Assurance Awareness by completing the Security+ Certification as a condition of access within three months of employment and thereafter must complete annual Information Assurance awareness training.

Must have experience in SharePoint with a strong emphasis on customization. 

Must have advanced experience with SharePoint Designer and InfoPath. 

Must have intermediate ability to create customized web parts using a mixture of HTML, CSS, JavaScript, and XSL (i.e. using a Data View Web Part, pivot tables, Power Apps/Power BI).  

Must have an understanding of how to customize branding, SharePoint Designer workflows, InfoPath forms, applicability and use of content types, SharePoint web service interfaces, feature deployment standard features, enterprise features (Forms Server, Excel Calculation Services, and Business Data Catalog). 

Skill to develop and deliver technical and operational plans, briefings, trainings, and build automated processes to disseminate program data (e.g. charts, tables, reports). 

Working knowledge of Information Technology processes and procedures, principles and practices, to include hardware, software, and operating systems in support of business operations. 

Skill to prepare and maintain clear, accurate, and complete records, reports and correspondence.
