Duties

Help
  • Plan and supervise the work of civilian, military and contractor employees assigned to the HUMINT Branch.
  • Prepare requests for personnel action, conduct performance counseling, and develop evaluation reports.
  • Manage the daily activities of a joint staff element tasked with planning and executing highly specialized, mission critical HUMINT requirements for Operations and contingency plans.
  • Coordinate and monitor specialized intelligence operational planning.
  • Ensures proper preparation, coordination and dissemination of HUMINT derived Intelligence Information Reports (IIRs).
  • Coordinate with other military services and federal law enforcement and intelligence organizations for the development of HUMINT support required during training, exercises and contingency requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI) and selected Special Access Program (SAPs) based on a Tier 5 (or equivalent) investigation.
  • May require TDY travel over more than 30 days to CONUS and OCONUS locations up to 30% of the time. This may require travel on military aircraft, ships and vehicles.
  • This position is deployable and may require extended TDY to OCONUS locations. This position requires pre-employment physical and thereafter prior to OCONUS travel over 30 days.

  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • This position is designated as Emergency Essential IAW Section 1580 of Title 10, United States Code (U.S.C.). Civilians in EE positions must be exempted from recall to active duty because of Reserve or retired military obligation.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience supervising and rating military, DoD civilian, and contractor personnel within intelligence disciplines while directing high-consequence operational priorities and performance evaluations. AND
2. Experience planning and executing mission critical HUMINT requirements for Intelligence Operations and contingency plans. AND
3. Experience coordinating with other military services and federal law enforcement and intelligence organizations for the development of HUMINT support required during training, exercises and contingency requirements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
