Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Serves as an expert advisor and subject matter expert who provides technical and administrative guidance on highly complex Disclosure/privacy issues, including memorandums issued, Internal Revenue Manuals (IRMs), Treasury Inspector General for Tax Administration (TIGTA) reports, and technology. Also, incumbent implements confidentiality-related policies for nationwide application to both internal and external customers.
  • The incumbent maintains involvement in supporting the managing of performance directly linked to labor-management relations. They frequently act for Disclosure Manager, when management is out of office, which can include labor relations (LR) actions such as engaging with LR for personnel actions and signing off on personnel actions such as written counseling and reprimands. Additionally, the Disclosure Analyst, while acting for the Disclosure Manager, routinely handles timekeeping and leave systems, and attends high level management meetings that could include sensitive personnel information, on behalf of the Disclosure Manager. The incumbent maintains confidential employee files containing confidential employee/labor relations materials and has access to management recommendations.
  • Keeps abreast of recent developments in the field of Disclosure, including recent court decisions, technology, current legislative resolutions, or problems encountered within the FOIA program. May serve as liaison to compliance and Counsel as well as external customers and recipients to clarify and resolve issues pertaining to FOIA requests. The incumbent may assist government attorneys in the FOIA litigation process. Also, the incumbent may be assigned FOIA requests involving sensitive and/or media inquiries, large corporate entities, multiple entities, or possible litigation for release/non-release determinations. In this context, the incumbent performs an analysis of complex investigation files from different compliance functions.
  • Evaluates the impact of Privacy Act regulations on the organization's activities and coordinates with internal organizations such as the agency's information technology security office. Assesses privacy risks associated with programs, operations, and technology. Plans and conducts educational training sessions on Privacy Act requirements. Reviews and evaluates the agency's privacy program requirements.
  • May provide guidance and assistance to business unit staff in program development and delivery in assigned areas. May also coordinate data requests from Federal/state/local agencies

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below.

SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position includes:

  • Preparing, reviewing, or applying Internal Revenue Manual (IRM) procedures, advisory letters, memoranda, etc. related to procedures in multiple functions in addition to cross functional cooperation.
  • Applying disclosure Legislation, statutes, Internal Revenue Code (IRC) Section 6103, the Privacy Act, Freedom of Information Act (FOIA), the IRM, and other guidelines to effectively deal with the release or non-release of information on complex requests for IRS records.
  • Applying Federal tax laws, IRS procedures of multiple business units, and other pertinent technical matters to address taxpayer's needs.
  • Converting complex tax laws and other technical matters into clear, concise, logically arranged, well written and easy to understand explanatory material.
  • Applying the IRC and IRM procedures, principles, techniques and practices.

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.

Education

Rating: Your application will be evaluated in accordance with the Service's Merit Promotion Plan. A quality group rating will be used to rank and select eligible candidates.
