Summary

This position serves as a Family Advocacy Program (FAP) Clinical Counselor within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), FAP (N914). The primary purpose of this position is to provide direct services for FAP, including conducting clinical case assessments; executing risk-based safety planning, monitoring client and family functioning/stability, planning and implementing evidence-based intervention and treatment.

MAJOR DUTIES AND RESPONSIBLITIES:

FAP Clinical Case Management 70%

  • Serves as the installation FAP clinical subject matter expert (SME) and authoritative expert on domestic abuse and child abuse/neglect.
  • Consults with installation leadership, medical professionals, and FAP-involved service/family members regarding clinical needs assessments, determining clinical intervention, and utilizing evidence-based treatment strategies and treatment.
  • Executes professional authority on family maltreatment and military community response to victims and abusers, per Regional and local Standard Operating Procedures (SOPs), Counseling Desk Guidance, and FFSP Certification Standards related to the FAP case management, treatment, and FAP Case Record documentation.
  • Conducts initial and on-going FAP clinical assessments.
  • Triages, coordinate safety and treatment planning, and establish individualized treatment goals tailored to the needs of active duty/family members.
  • Conducts clinical interviews to assess individuals and identify the development of behavior patterns, mechanisms, and symptoms.
  • Provides clinical treatment/intervention for individuals, couples, children, families, and groups on family maltreatment..
  • Initiate, develop, and facilitate evidence-based group treatment programs to address the needs of families involved in and at-risk for family violence, such as domestic abuse offender's group, parenting group, and victim support group.
  • Coordinates with the assigned FAP Victim Advocate, when needed, to ensure victims' needs and concerns are addressed.
  • Provides treatment to identified abusers, remaining cognizant of increased risk or incidents of further abuse.
  • Provides referrals and coordinate with other FFSP services and military and civilian service delivery providers, as recommended by the CCSM.
  • Maintains FAP clinical case records, treatment plans, and required statistical data.
  • Coordinates and/or provide FAP-related in-service training to other FFSP staff, as directed.
Community Liaison 20%
  • Liaison with cities, counties, states, federal and non-government agencies, and military agencies and commands to enhance FAP prevention and response affecting the military community.
  • Educates and provide consultation to military and civilian agencies about Navy FAP, risk assessment, FAP treatment, IDC/CCSM processes and the High Risk for Violence Coordinated Community Response Team.
  • Uses forms and automated systems to maintain complete and timely records and workload statistics per guidelines.
  • Collaborates with the FAP Supervisor on developing case management protocols, program delivery criteria, and identifying gaps in existing services, providing ideas and feedback for improving processes.
Problematic Sexual Behavior in Children and Youth 10%
  • Receives reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action according to FAP PSB-CY requirements.
  • Provides or coordinate clinical services access with other FAP providers or with community clinical providers for exhibiting children, youth, and their families, including psychoeducational support, assessment, and clinical intervention.
  • Provides or coordinate with specialized MTF providers or community providers on specialized assessments and evaluations, when recommended by the CCSM.
  • Coordinates with healthcare providers on safety and supervision planning for children and families affected by problematic sexual behaviors.
  • Serves as the designated case manager and primary FAP point of contact for PSB-CY cases ensuring all actions comply with Department of Defense (DoD) and Navy instructions, and civilian reporting requirements.
  • Presents initial and follow-up case reviews (i.e. status of supportive and clinical services, parent engagement strategies, safety and risk) at the PSB-CY MDT and Clinical Case Staff Meeting (CCSM).
  • Presents or coordinates with other FAP clinicians or community agencies to provide FAP training and education services.
  • Promotes public awareness, prevention, early identification, and appropriate resources and referral information for problematic sexual behavior in children and youth.
  • Coordinates with military offices (BUMED, chaplains, CYP, DoDEA), community services, and specialized community clinical providers on providing accessible and tailored services to meet the unique needs.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

A qualified candidate must possess the following:

  • Professional knowledge of and skill in applying various counseling approaches and knowledge of group dynamics to work difficult and serious cases involving individuals and families who engage in at-risk behavior.
  • Professional knowledge of family violence dynamics and skill in applying the Diagnostic and Statistical Manual of Mental Disorders to identify situations of family violence, conduct risk assessments and coordinate safety planning.
  • Knowledge of military lifestyle demands and stressors to support families with meeting the obligations and challenges of Navy life.
  • Broad professional knowledge of treatment methods for abusers to assess abusive behavior and develop an appropriate treatment method.
  • Broad knowledge of clinical and non-clinical support services for victims to provide support to victims or refer them to appropriate agency or organization for their recovery and safety.
  • Professional knowledge of patterns of abusive behavior, abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency within families to accurately address a wide variety of behaviors and provide or coordinate the appropriate treatment plan for addressing clients' specific needs.
  • Professional knowledge of principles and practices of human behavior, research methods, group dynamics, motivational psychology, developmental psychology, and family systems therapy to collaborate on developing evidence-based group treatment curricula.
  • Expert knowledge of and skill in applying professional verbal communication methods and techniques to present sensitive and potentially controversial information to various groups, effectively interview alleged offenders and victims, collaborate with other agencies and facilities, present professional training; and communicate with multiple personnel at various echelons.
  • Professional skill in effectively managing and supporting multiple clients, including documentation, reporting, and collaboration.
  • Expert knowledge of and skill in professional written communication methods and techniques and knowledge of and skill in using various web-based applications and software programs to develop case management/treatment case documentation, correspondence, reports and training plans; and to develop multi-media presentations.

Education

In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, the following education requirements must be met:

  • Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs.
  • Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education.
  • Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education.
  • Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school AND a 1-year APA accredited clinical internship.
In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, a qualified candidate must possess the following licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of:

Licensed Professional Counseling
Marriage and Family Therapy
Clinical Social Work
Clinical Psychology
Counseling Psychology
