This is a detail. This detail is Not To Exceed (NTE) 1 year and is to be reviewed and extended every 120 days.

Primary responsibility is to serve as a staff advisor to the Associate Director and applies management analysis techniques to convert broad generalizations to actionable goals; make the business case for attempting to accomplish these goals; develop detailed plans for achieving these goals; measure progress toward these goals in a meaningful manner; and establish control systems for maintaining the gains achieved through analysis, and working collaboratively, demonstrating leadership, and understand team dynamics.

Assignments and special projects span across a variety of specialty areas in for various echelons of Facility Level program areas, and the position functions play a critical role in coordination of managerial decisions and operational activities for the Facility.

Responsible for successful outcomes and products that impact Facility level initiatives and implementation strategies. Coordinates and communicates on behalf of the Associate Director when assigned to various projects and initiatives.

Assesses the need for data; collects and analyzes data, develops a wide variety of computer generated databases and spreadsheets using multiple computer software programs.

Presentations of statistical data include development of detailed and sometimes complex spreadsheets, charts, and graphs (i.e.., pie charts, bar, and line graphs, etc.), which are used in research and reports by other network staff. Incumbent plans, schedules, conducts and analyzes the results of projects and studies assessing the effectiveness of programs and projects for which the Associate Director is proponent.

Participates in and or lead/facilitates projects and studies involving programs and functions under the Associate Director purview which are managed and administered by other VISN elements, higher headquarters, or activities and partners external and internal to VA.

Coordinates with all levels of the Directors Office Staff, Divisions, and other stakeholders, to effect expeditious and effective planning to ensure that assigned program, projects, or initiatives meets command requirements in accordance with policy and regulatory guidance.

Establishes or coordinates project/program resource estimates, as required, with authorizations. Independently makes decisions to revise, alter, adjust, or change course of action to assure overall programmatic requirements and objectives are met.Maintains close liaison with staff subject matter specialists at the VISN and VA Central Office. Represents the Hospital at VISN-level coordination, management, and program review meetings. Serves as a member of Hospital, VISN, and VA-wide and ad hoc committees, working groups, panels, etc. Represents the Hospital Center at internal and external meetings and workshops.

The incumbent provides the oversight, guidance, and direction to the administrative fellows, throughout the course of their program. The incumbent is responsible for coordinating funding, interviewing recommending for selection administrative fellow candidates and is their key contact throughout the program for orientation, problem-solving and guidance. Prepares and presents formal and informal oral and written reports and briefings on the staffing, progress, and results of studies, planning, initiatives, and implementation and execution of programs to hospital staff and senior leadership.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-13 Grade Requirements: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and complex management processes and systems. Expert knowledge of the missions, organizations, structure, programs, and requirements of healthcare delivery systems, policies, processes, and procedures as they apply to the agency missions. Expert knowledge of the Hospital Center mission, organizations, and activities. Maintains a thorough understanding of the associated Hospital Center goals, objectives, principles, constraints, methods, and monetary policy. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Skill to plan, organize, and direct team study work. Skill in oral and written communications to prepare and present briefings, convey recommendations to management staff and attend meetings, conferences, and ad hoc meetings. Ability to lead an ad hoc team of VA experts to work through issues.
