Summary

This position serves as the Regional Director for Fleet & Family Readiness Programs (N9), on the staff of Commander, Navy Region Hawaii (NRH). The incumbent is designated as the Senior Navy Official and Program Director for the regional N9 programs that include Morale, Welfare and Recreation (MWR), Fleet and Family Support, Child Development Center Programs, Unaccompanied and Family Housing, Galleys/General Messes, NAF Support Office, and Navy Safe Harbor- Wounded Warrior Program.

Duties

Help

  • You will advise managers and senior leaders on program or project financial and manpower resourcing and execution.
  • You will develop short and long term plans for recruitment, retention, workforce development strategies and initiatives.
  • You will negotiate with managers to accept and implement recommendations for changes in program resource requirements.
  • You will deliver oral presentations to justify program changes or resource requirements.
  • You will defend resource needs (e.g. funding, manpower, facilities) for life-cycle management of aprogram.
  • You will advise others on new strategic management approaches or techniques for processes andproducts.

Qualifications

A qualified candidate possesses the following:

  • Seven or more years of specialized experience managing multiple quality of life / quality of service programs for military service members and their families.
  • Knowledge of and ability to execute Non-Appropriated Funds Management.
  • Knowledge of budgeting, financial execution, cost analysis and business planning in order to make recommendations concerning changes in funding and develop budget plans that reflect appropriate changes in programs, use and availability of funds, operational requirements, policies, methods and sources, and types of funding.
  • Knowledge of the POM Execution/Planning (POM=Program Objective Memorandum) to allocate resources for program(s) to meet the Service Program Guidance and Defense Planning Guidance.
  • Knowledge of and skill in providing oversight management of functions for MWR, Fleet and Family Services, Family Advocacy, Child Care, Family and Bachelor Housing, and General Mess Program.
  • Ability to perform the full-range of supervisory duties.
