The incumbent serves as the senior advisor and authoritative program expert for the Executive Resources Program, providing strategic leadership and expert analysis on programs and initiatives affecting senior executives and political appointees.

As a Human Capital Specialist (Executive Resources Team Lead), GS-0301-15, your typical work assignments may include the following:
1. Serves as the senior technical expert and advisor on executive resources programs, providing authoritative guidance to senior leadership on complex matters involving executive staffing, allocations, compensation, performance management, executive development, succession planning, and senior leadership workforce strategy.
2. Leads comprehensive studies, program evaluations, and strategic initiatives involving executive resources and workforce management; analyze complex organizational, workforce, operational, fiscal, and policy issues and develop data-driven recommendations for senior leadership.
3. Interprets and applies Federal statutes, regulations, Executive Orders, Presidential directives, OPM requirements, and agency policies to resolve complex and sensitive executive resources issues, including matters where guidance is incomplete, ambiguous, conflicting, or subject to differing interpretations.
4. Develops and evaluates executive resources policies, methodologies, procedures, and implementation strategies and assess the operational, organizational, workforce, fiscal, and strategic implications of proposed changes to executive management programs and initiatives.
6. Develops executive-level decision-support products, including analytical reports, workforce forecasts, policy recommendations, implementation plans, briefing materials, and presentations, and communicate complex and sensitive findings and recommendations to senior officials.
7. Represents the organization in interagency and governmentwide forums, including OPM working groups, councils, and policy-development activities; establish collaborative relationships with senior officials and stakeholders and advocate for organizational positions on complex executive resources matters

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
