Duties

  • You will collect and analyze financial data necessary to complete budget formulation data calls and budget execution exhibits.
  • You will review and enter financial data in the Command Financial Management System (CFMS) and Standard Accounting, Budgeting and Reporting System (SABRS)
  • You will utilize knowledge of financial management systems and assists in maintaining financial accounts - both labor and non-labor.
  • You will manage all assigned obligation documents, ensuring they are properly entered into the Command Financial Management System (CFMS) and Standard Accounting, Budgeting and Reporting System (SABRS).
  • You will serve as the backup to the Command Financial Defense Travel Administrator (FDTA) and will be responsible for loading, monitoring and updating the funding levels in the Defense Travel System (DTS).
  • You will serve as the backup to the Command Lead Defense Travel Administrator (LDTA) and will be responsible for establishing and maintaining the routing lists within each organization structure and the personal profiles of individual travelers.
  • You will serve as the backup administrator for SLDCADA (Standard Labor Data Collection and Distribution Application) and ensures time-keeping data for each payroll period is accurately reflected in SLDCADA.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS Trail Period.
  • This position may be subject to a polygraph examination.
  • PPP applicants must currently hold the required security clearance.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties:

  1. Administer the Defense Travel System (DTS) program for the command.
  2. Serve as an Agency Organization Program Coordinator (AOPC), Hierarchy Level (HL) 5, for the command's Government Travel Charge Card GTCC Program.
  3. Support technical, administrative, and operational requirements of a travel program such as resolving complex travel issues, maintaining databases, or monitoring functional aspects of travel applications.
  4. Report on budget and accounting data using integrated enterprise financial management systems similar to Navy Enterprise Resource Planning System (Navy ERP), General Fund Enterprise Business System (GFEBS), or Defense Enterprise Accounting and Management System (DEAMS).
  5. Analyze financial data using integrated financial management systems to track fund execution, identify discrepancies, and process corrective actions.
  6. Coordinate with Financial Management, travel card vendors, and the Defense Travel Management Office (DTMO) to manage the daily activities during system operations.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
