Lead Medical Support Assistant (MSA)/Office Manager:
The Lead MSA/Office Manager position serves as a Lead for all Primary Care Advanced Medical Support Assistant (AMSA) staff and is a foundational role within Primary Care. Duties may be performed in any of the Primary Care Outpatient Clinics (Main Campus, New Veteran Services (formally known as OEF/OIF), and/or CBOC.

Duties and responsibilities include but are not limited to:

  • Provides administrative support and works collaboratively with the patient aligned care teams (PACT) assigned which includes physicians, registered nurses, licensed practical nurses, as well as secondary members of the team such as pharmacists, social workers, dieticians, behavioral health staff, etc. in addition to other administrative staff.
  • Ensures clinics operate effectively and efficiently under the supervision of the Supervisory MSA, Supervisory Administrative Officer and/or CBOC Administrator.
  • Has administrative and professional responsibility for planning and directing the AMSAs activities.
  • Monitors and makes work assignments, provides input on performance, resolves complex daily workplace issues to ensure patient services are met and efficient workflow is maintained.
  • Manages consults, workload reporting, PCMM assignment, EOC issues and other vital issues related to the clinic.
  • Act as a liaison between the AMSAs and staff in order to resolve day to day conflicts.
  • Responsible for extracting and analyzing data in order to provide reports in support of performance measures to management.
  • Assist the supervisor with compiling audits, and gathering data for information used to complete daily, weekly, monthly and/or yearly reports. This is accomplished by preparing, printing and interpreting various management reports to include, but not limited to scheduling, recall and ICB audits.
  • Supports patient safety standards using the correct Veterans Affairs identification of all patients through the use of two forms of identification, name and full Social Security Number.
  • Screen/receive phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes.
  • Train staff on the requirements of VHA Scheduling Directives and complete accurate scheduling responsibilities.
  • The Lead MSA serves as a timekeeper as needed.
  • The Lead MSA will also complete other duties as assigned, and deemed necessary for the daily and overall operations of the service and facility.
Supervisory Controls: The Lead MSA/Office Manager comes under the direct supervision of the Supervisory MSA, Supervisory Administrative Officer and/or CBOC Administrator. May also include the Main Campus/CBOC Nurse Managers or Primary Care Program Specialist.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Must be proficient in the English language.
  • Experience/Education:
    • Experience. No experience required.
    • Education. High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
    • Licensure/Certification/Registration. None.
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. Employees in VHA in this occupation, under a permanent, appropriate, and legal placement on the effective date of the qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and registration/certification where applicable. For employees who do not meet all the basic or assignment-specific requirements in this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply:
  • (1) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
  • (2) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet 5 the full VA qualification standard requirements in effect at the time of re-entry to the occupation. NOTE: This provision is not intended to regularize appointments/ placements.

Grade Determinations:
Lead Medical Support Assistant, GS-07:
  • Experience: One year of creditable experience equivalent to the GS-6 grade level. Experience at the GS-6 includes but is not limited to: The ability to collaborate and communicate effectively with internal and external customers while ensuring compliance with established policies and regulations. Organize work assignments, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Provide staff development and training. Manage staffing requirements, team priorities, and coordinate with staff in the unit in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and resolving conflicts. Review and monitor data to ensure all reports are complete and accurate
  • Knowledge, Skills, and Abilities (KSAs): In addition to meeting the experience above, the candidate must demonstrate the following KSAs:
    • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community.
    • Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
    • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
    • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
    • Ability to provide staff development and training.
    • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics

The full performance level of this vacancy is GS-7. The actual grade at which an applicant may be selected for this vacancy is GS-7.

Physical Requirements: The work is primarily sedentary. The Lead MSA is required to sit for various lengths or time as well as some bending, walking, and lifting. Must be able to operate a computer terminal and be able to manage multiple activities.
