Duties

Help

  • Serves as a Supervisory Program Manager for within Installation Management Command (IMCOM) DFMWR with responsibility for coordinating the various operational requirements and functions associated with FMWR.
  • Exercises control in resource (both dollar and manpower) planning and management including business planning, training administration, internal controls, public relations, inspections, evaluations and investigations, discipline, and liaison activities. Serves as a key advisor and consultant to the IMCOM DFMWR on policy matters relative to the various complex and intricate programs and specific mission requirements.
  • Provides technical, administrative and managerial direction, guidance, and assistance to functional managers and staff to assist in fulfilling their responsibilities. Keeps abreast of new policies, procedures, regulations, directives, etc.; develops and recommends the framework for program-wide policies, programs, controls, and/or systems designed to increase the efficiency and economy of functions and operations.
  • Coordinates, directs, and assists in the analysis and review of various organizational entities, proposals, or system changes. Exercises surveillance/oversight over command initiated programs through review of reports, studies, operations plans, accountability and control instruments; monitors and reports on program accomplishments and relationship
  • Oversees the directorate's long range and short range work plans and the implementation of directives and requirements. Manages the development of resource changes in response to changes in levels of appropriations from within or from higher headquarters.
  • Reviews various reports and recommendations and initiates and/or recommends action to improve operations. Coordinates, monitors, and consolidates certain operational reports for the Director. Reviews, edits, and approves briefing material. Reviews outgoing correspondence to ensure accuracy and completeness.
  • Maintains liaison with higher headquarters, other commands, other government agencies, installations, and academia to form a basis of understanding and to reach a mutual agreement on work. Appears before individuals, groups, and committees and speaks for the Director in clarifying administrative matters, explaining command views or explaining implications of pending problems and programs.
  • Performs the full-range of supervisory duties for assigned staff.
  • Performs other duties as assigned.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum qualifications:

  • Extensive specialized work experience performing duties similar to those described above. The overall experience must be progressively responsible in attainment and demonstrates a sound foundation in running a substantial program at an installation/ Region / Headquarters level, preferably one that involved athletics, sports and entertainment for the U.S. Armed Forces.
  • The experience must reflect a comprehensive knowledge of appropriated and non-appropriated financial and business principles, policies, practices and detailed procedures and resourcing in order to perform tasks, integrate, balance, coordinate and monitor the overall effort and performance of the directorate that will support command objectives.
  • Must be able to obtain or have an active SECRET clearance.
  • Must be highly skilled in written and oral communications; and possess proven management and leadership ability.
  • Comprehensive knowledge and aptitude for automated systems and standard computer software programs, such as Microsoft Office applications, to include spreadsheet, database, word processing, resource management, commercial off the shelf accounting package and electronic communication packages.

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Highly qualifying criteria:
  • Preferred are those candidates who possess education consisting of a baccalaureate or higher degree and have applicable professional experience in a military service environment performing duties similar to those described above.
  • Experience applying advanced information technology (IT) principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures.
