This position is located in the Overseas Operations Field Office – India, Acquisitions and Bibliographic Access Directorate, Discovery and Preservation Services, which acquires and provides access to materials of research value for the Library’s collections from all countries of the world, in all languages. Acquired materials are in media and all formats by which content is conveyed, e.g. print, electronic, visual, recorded sound, and microformat. The work of the Directorate supports the universal collections of the Library, upon which all of its programs are based. Stakeholders include Congress, the Federal government, scholars, the general public and the larger library and information communities.

Candidates with an MLIS or equivalent degree are strongly encouraged to apply.

As the Deputy Field Director, you will:

  • Identify, acquire, catalog, preserve, and distribute selected publications of high research value to the Library of Congress and through the Cooperative Acquisitions Program to other libraries.
  • Serve as a principal liaison for the organization, acting as an official representative of the Library of Congress with the U.S. Embassy or Consulate, with American and foreign government officials in all of the countries covered by the overseas office.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Observe workers’ performance; demonstrate and conduct work performance critiques.
  • Travel or direct travel by local staff to acquire publications, develop exchanges, hire local Bibliographic Representatives, and select commercial dealers to maintain adequate coverage of materials published in the countries under the overseas office’s jurisdiction.
  • Assist the Field Director in the final compilation and editing of any published bibliographies or indexes prepared by the overseas office.
  • Assist the Field Director to coordinate and direct the accomplishment of all functions of the assigned Library of Congress overseas office, encompassing difficult and diverse functions and issues that affect critical aspects of the major programs of the Library of Congress.
  • Assist the Field Director to manage local budget execution work, involving the most difficult fund control activities, maintaining full fiscal authority for the appropriated, indirect and direct revolving funds supporting the overseas office and the Cooperative Acquisitions Program.
  • Perform other duties as assigned.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise, develop and lead a workforce in an overseas environment.**

Knowledge of the federal budget process and financial management practices and procedures.**

Ability to communicate in writing.**

Ability to analyze, plan, develop and execute library programs and projects.

Knowledge of integrated library systems, library applications, and other information technologies.

Ability to interact collaboratively with others to provide consultation and liaison services.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.

Initial permanent appointments to the Library of Congress require completion of a one-year probationary period.  In addition, per Library of Congress Regulation 9-532, an appointee or internal selectee is subject to a one-year supervisory probationary period if this is their first supervisory/managerial position at the Library of Congress. Probationary periods served at other Federal agencies do not count toward this requirement.

The Library of Congress may offer repayment for all or part of federally insured student loans. However, not all service units within the Library of Congress participates in the repayment of federally insured student loans. Therefore, determination to repay a federally insured student loan is subject to approval by the appropriate service unit.
