As a Supervisory Program Manager, you will:

  • Serve as a principal advisor and consultant to the Associate Administrator, and as appropriate the Administrator and Deputy Administrator on all activities related to FTA to improve public transportation research programs and projects.
  • Prepare resource allocation plans and implement research strategies for designated programs; conduct analysis of established practices and procedures; review and evaluate the effectiveness of designated research programs and initiatives in relation to the agency’s mission, functions, and programs.
  • Provide guidance on transit a grant programs; review, analyze, and make recommendations on national issues relevant to grant programs.
  • Advise the Associate Administrator on the strategic planning, allocation, and oversight of FTA research funds, including the annual spend plan, research portfolio management, including reports and data, and development of a comprehensive research strategy for FTA and the transit industry.
  • Provide direction pertaining to the human and physical resources of TRI; including workforce planning, employee performance, recruitment, promotions, awards, administrative actions, and allocation of equipment, facilities, and other resources.

The Ideal Candidate will have proven experience independently supporting or playing a key role in program analysis projects at the office or division level, with a focus on evaluating operational workflows and utilizing data to generate actionable programmatic reports.  The candidate must have hands-on experience evaluating, drafting, and documenting standard operating procedures (SOPs) or localized business processes to support daily programmatic or operational needs.  Direct experience coordinating, gathering, and documenting business and operational requirements aimed at supporting, improving, or implementing localized non-IT or business-side programmatic processes is an asset.

  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience with managing the operations of multiple programs and teams including utilizing tracking tools and data to provide status of key tasks and projects.
  • Experience managing the planning, budget, technical and financial aspects of multi-year programs.
  • Experience managing an environment with multiple and competing priorities that require the application of strategic determinations, collaborative decision making, emotional intelligence, and strong written and oral communication abilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  2. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 
  3. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  4. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
