The primary purpose of this position is to serve as senior information technology (IT) specialist and consultant to management in support of C-FLDCOM IT policy and plans. Provide capabilities to enable Cyber Space Operations and Support across a multi-domain enterprise to achieve U.S. and Allied warfighter objectives.

Duties

Help

  • Performs studies and establishes plans of action for improving the efficiency of information technology applications.
  • Assesses policy needs and develops policy and procedures governing IT activities.
  • Functions as a senior technical advisor on contract and budget activities.
  • Represents the organizations at conferences and meeting and presents briefings
  • Performs supervisry personnel managment responsibilities over the Excevutive Communications Staff less than 25% of the time.

  • Position is designated special-sensitive and requires Top Secret (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
  • or involvement in Top Secret Access Programs (SPA) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain TS w/ SCI clearance.
  • This position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that you refrain from the use of illegal drugs and if requested submit to urinalysis testing.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.

  • This is a cyber security position; the employee will attain appropriate DoD approved cybersecurity baseline certificates applicable for cybersecurity functions required for DoD position held within 6 months of filling position IAW DoD8570.01-M
  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • PCS is locally funded by the gaining organization.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A)

SPECIALIZED EXPERIENCE: Applicants IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower broadband NH-02 (GS-11) or equivalent in other pay systems. Examples of specialized experience include: Applying a wide range of IT principles, systems analysis concepts and techniques, and security methods and principles sufficient to evaluate new and emerging information technologies; Involvement with budgetary processes, cost-benefit analysis and program management methods, IT best practice frameworks, and business process and performance data analysis techniques sufficient to anticipate and refine functional requirements and to formulate persuasive budget recommendations in support of IT requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 (GS-11) level is required to meet the time-in-grade requirements for the NH-03 (GS-12) level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of IT principles, concepts and methods.
  • Knowledge of the organizations policy and planning formulation process along with its missions and objectives to prepare IT policies and plans.
  • Knowledge of budgetary processes, cost-benefits analysis methods and analysis of performance data to prepare persuasive budget recommendation in support of IT requirements.
  • Knowledge of system architecture, integration techniques, and testing methods.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate place for enhancements, and provide management sufficient technical and cost analysis information, though written documentation and oral briefings to render informed judgements.
  • Ability to maintain an up-to-date awareness of techonological advances and predit how managment can meet future requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
