This position is organizationally aligned under the Office of the Associate Director for Patient Care Services (ADPCS)/Nurse Executive at the Edward Hines Jr. VA Hospital. The primary purpose of the position is to function as a Supervisory Health Systems Specialist who's primary responsibility is provision of advisory service to the (ADPCS)/Nurse Executive and top level management on the most complex management and patient care concerns of the hospital including, for example, strategic planning, hospital goals, program emphasis, resource allocations and key personnel.

  • Plans and conducts a variety of broad and complex analytical and evaluative studies of medical facility health care delivery services such as organizational effectiveness; human resources, space, equipment and financial resources.
  • Analyzes techniques, processes, and trends for improving Patient Care Services efficiency while keeping management advised.- Develops procedures and systems for assessing the effectiveness of programs and management processes.
  • Evaluates the Patient Care Services overall effectiveness and efficiency.
  • Is a member of the Hospital Director's Office and is responsible for supporting the Hines Facility Strategic Plan development and implementation.
  • Works with Pentad support staff in assigning, reviewing, and updating the overall facility strategic planning goals.
  • Coordinates the completion and submission of the Patient Care Services Annual Strategic Plan and Budget Submission while completing monthly reviews and updates.
  • Responsible for formulation, justification and execution of the annual budgets including salaries, travel, supplies, equipment and all other general operating expenses.
  • Ensures purchases, services and contracts are properly executed in a timely manner.
  • Prepares responses on complex issues for senior nursing management and external stakeholders.
  • Uses sound judgement when selecting, creating or adapting guidelines, policies and procedures.
  • Serves as a key figure in the manpower utilization program while assuring recruitment and retention levels are within approved ceiling levels.
  • Is delegated the responsibility for the study, analysis, evaluation, and formulation of recommendations for the development and improvement of administrative management and operating programs.
  • Develops guidance and provides assistance to subordinates' activities and projects.
  • Communicates with others effectively, both orally and in writing, in the creation of solutions to problems or questions relating to the work.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

BASIC REQUIREMENTS: You must have one of the following:
EDUCATION: Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
EXPERIENCE:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
GS-13 GRADE REQUIREMENTS:

You must have one full year of specialized experience equivalent to at least the next lower grade (GS-12) that equipped you with the knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the duties of this position.

Examples of Specialized experience are:
  • Knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered.
  • Ability to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issue by the agency or in measuring and evaluating program accomplishments.
  • Knowledge and understanding of management principles, practices, methods and techniques and skills in integrating management plans into the general management of hospital operations.
  • Knowledge of the missions, organizations, programs and requirements of health care delivery systems in general, and the VA system in particular.
  • Knowledge of management analysis, resource management, human resources management, and program analysis methods.
  • Knowledge of employee development and training principles, concepts, techniques and guidelines, and a thorough understanding of management objectives and hospital administration systems.
  • Knowledge of government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Skill in application of fact finding and investigative techniques; oral and written communications' and development of presentations and reports.
  • Skill in supervision of managing a workforce of subordinates to accomplish the work required to operate multiple significant programs and organizational functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Office as well as fieldwork required. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers, manuals, files, or books. No special physical demands are required to perform the work.
