This National Guard position is for a Supply Technician, Position Description Number NGD2101000 and is part of the Guam 254th RED HORSE Squadron, National Guard.
Area of Consideration 1: Current Title 5 and Title 32 permanent or indefinite employees of the Guam Air National Guard.
Area of Consideration 2: All other applicants/areas.
1. Manages the Squadron mobility equipment and supply programs and provides training to drill status guardsmen in accomplishment of these tasks. Serves as the supply liaison between the Supervisory Supply Technician, Logistics Officer, Installation Commander, key staff and higher headquarters. Reviews policies, methods, and procedures pertaining to logistics supply liaison interface, responsibilities and authorities. Determines supply areas within unit requiring increased management emphasis and concentration. Coordinates unit logistics activities with affected organizations (such as budget, supply, contracting, etc.), to ensure effective management of resources and an integrated logistics program. Interprets technical data, regulations and accepted policy and provides guidance and advice to the unit commander in the area of supply and resources. Writes internal technical procedures and instructs others as necessary on their application. Acts as the focal point for all supply related matters involving unit.
2. Works with the Supervisory Supply Technician to provide data for planning, formulating, analyzing, and coordinating supply budget submissions. Performs trend analysis of past utilization of supplies and other material to identify and determine future requirements. Records expenditures for all civil engineering supply and equipment accounts and maintains current on-hand balances. This budgeting process is complicated by the fact that the Squadron deals with money from more sources than all other organizations in the Air National Guard or Air Force. Tracks unfunded requirements and provides information for the funds manager for use in the installation financial working group meetings. Reconciles Project Funds Management Record documents for the function. Provides financial accounting data to Supervisory Supply Technician. Serves as the focal point for the Zero Overpricing Program. Assists Supervisory Supply Technician in projecting future year requirements for supplies and equipment.
3. Manages assigned equipment/material accounts through a sophisticated Integrated Engineering Management computer system. Requisitions all materials, equipment, and services necessary to support the function, to include self-help projects. Monitors source allowances, validates requests, and processes documentation to procure equipment. Reports material status of work order/job order requirements. Assists the Production Controller and Operations Manager in monitoring service contracts and on many occasions i.s appointed to assist the Contracting Officer Representative in oversight of projects by visiting job sites and reporting on progress.
4. Performs a variety of state and Federal purchasing agent functions to procure engineering specific items through use of the Federal IMPAC card program and to accomplish all-inclusive Operations and Maintenance (O&M) purchases. Researches supply sources to procure RH/CE specific items. Researches parts and equipment for highly technical building systems to include: HVAC, fire alarms, security alarms, air conditioners, state of the art locks, refrigeration units and hanger doors. Reviews requisitions, supporting documents, and reference material to determine if priority supply action is required, the status of the action, changes in requirements, and unexpected requirements. Expedites delivery of urgently required items through correspondence, and/or telephone calls to manufacturers, or other organizations. Deals directly with vendors in soliciting bids and negotiating prices. Works with state procurement personnel in researching available sources, awarding contracts involving expenditure of state money and with the base contracting office in researching and awarding contracts involving expenditure of Federal funds. Works with base contracting on closeout and payment of construction projects involving Federal dollars and with state procurement personnel in closeout and to ensure payment of state funded expenditures. Tracks all purchases/ procurements. Assists the Supervisory Supply Technician who serves as focal point for the Installation Commander on all equipment/supply issues.
5. Maintains/utilizes current Federal supply catalogs, stock lists, GSA catalogs, cross reference lists, commercial manufacturers' parts lists and catalogs. Performs research to identify items by stock number or by stock class and part number, item specifications, quantity, availability, recommended source of procurement, unit price, total cost, and sole source justification, as applicable. Research also involves direct contact with vendors, retailers, and wholesalers, and with equipment sales representatives and manufacturers. Constructs records of supply transaction, and provides supply operations support for all of installation.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

SPECIALIZED EXPERIENCE: Applicant must have at least one (1) year specialized experience equivalent to at least the next lower grade level (GS-06). Specialized experience includes experience performing supply management and support functions such as maintaining accountability for equipment, materials, and supplies; processing and monitoring requisitions, purchases, receipts, issues, transfers, and other supply transactions; researching supply sources, stock records, catalogs, and automated databases to identify required items or suitable substitutes; monitoring stock levels, material status, and outstanding requirements; reconciling supply records and resolving discrepancies or transaction errors; and providing supply support for organizational programs, projects, or operational requirements. Experience must demonstrate practical knowledge of supply regulations, policies, procedures, inventory management, procurement processes, and automated supply systems sufficient to independently perform recurring supply technician assignments.
Education
In lieu of specialized experience, the following education is required to qualify for position:
1 full year of graduate level education; or
superior academic achievement
