This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Perform software design, and software development tasks necessary to best facilitate the automated data collection, communication and dissemination of water control data.
Explore alternative solutions, and offer design and configuration recommendations, in computer communications, programming, and system design.
Provide backup support to Region Oracle database administrator and systems administrator.
Participate in the development, deployment, implementation, and maintenance of modernized software used by all water control staffs within the Region.
Review all Water Control Data System (WCDS) work processes which include real time collection of hydrologic and hydraulic data, data exchange with other agencies, and manipulations of these data.
Coordinate and develop procedures for effectively receiving, processing, displaying, and disseminating information on current and forecasted hydrologic, meteorological, reservoir, and stream conditions.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Basic Requirement for IT Specialist (Applications and Software):
Specialized and Other Experience: One year of specialized experience which includes includes designing and configuration of computer communications, programming, network architecture, and system design related to real time hydrological data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
