Duties

Help

  • Plan and lead Civilian Human Resources (CHR) NAF Army-wide Program Management Evaluation (PME) designed to assess the current state of the CHR program. Participates in planning and accomplishing Army-wide program reviews and staff assistance. Participate in special projects that are assigned on an ad hoc basis. Applies a comprehensive knowledge of personnel management theory, principles, practices, and current legal, regulatory or procedural requirements in performing the duties as a senior specialist.
  • Assess how effectively managers and supervisors execute their CHR program responsibilities and to promote practices that will help the Army achieve the best utilization of its workforce.
  • Executes on-site evaluations ensuring extensive coverage of all aspects of the NAF CHR PME. In addition, incumbent must often make on-the-spot adjustments to both approach and methods as events unfold and the need to accommodate site-specific issues that arise. Incumbent works in a matrix environment, i.e.; work is accomplished by teams and ad hoc groups formed for each project, study, program, or specialized program task. Identifies areas requiring further study or improvement, establishes parameters, timelines and assignments.
  • Reviews and provides feedback in all Human Resources programs, on topics ranging from specific case findings to providing responses to proposed guidance from DoD and HQDA. Furnishes authoritative advice and counsel on the full range of matters pertinent to HR program areas to Garrison Commanders, management, and personnel specialists throughout the Army. Collects reviews and analyzes programmatic information and data and provides comprehensive assessment of program(s) success and deficiencies to all levels of Army management.
  • Plans, develops and administers an on-going NAF Army-wide CHR PME to assess the current state of delivery and execution of all applicable laws, rules, regulations and procedures pertaining to staffing/recruitment, position management/classification, labor relations/management and employee relations, human resource development, and special, one-of-a-kind evaluations/studies. Assist in the development and adjustment of evaluation criteria consistent with changes and new developments in program areas.
  • Plans and prepares for evaluations as a team leader or team member. As a "rotating" team leader, notifies command installation or activity to be evaluated, arranges for pre-survey data collection, requests attitude questionnaire and statistical summarization results. In addition, makes team member assignments, coordinates scheduling of on-site management interviews, focus groups, sensing sessions and cultivates a rapport with point of contacts at sites. Coordinates review of pre-survey data, questionnaire and comment sheet results; and other regulatory, procedural and policy statements by responsible team members.
  • Prepares for evaluations by reviewing pre-survey data, analyzing questionnaire results in assigned program area(s) and reviewing applicable policies, procedures and regulations. Writes reports of evaluation findings, including identifying any systemic issues. Recommends appropriate action to improve program administration and finalizes corrective action cases.
  • May perform other duties as assigned.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum qualifications:

  • Work experience at the next lower grade level that demonstrates knowledge of Human Resources principles, concepts and regulations, basic laws, and DA policies and procedures
  • Demonstrated knowledge of analytical and evaluative methods in order to determine the extent of compliance that Army activities have conformed to existing policies and procedures
  • Ability to tactfully advise and explain personnel processes and procedures on a one-on-one basis to senior level officials, and lead a team
  • Ability to conduct survey focus group facilitation, and other techniques and methods necessary for organization assessment and/or change
  • Proficient in the use of Microsoft Office, Word, Excel, Power Point, and other software
  • Highly skilled in verbal and written communications
  • Experience conducting compliance reviews, operational audits, or program assessments across complex organizational functions
  • Experience preparing formal analytical reports, tracking project milestones, managing compliance resolution, and the ability to translate complex findings into strategic recommendations and brief senior leadership

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Highly Qualifying Criteria:
  • Experience interpreting complex data sets to identify operational gaps, determine root causes, and recommend actionable process improvements or policy changes
  • Experience within the past 3 years serving as an HR Specialist or Management Analyst with responsibility for participating in internal HR audits and reviewing operational compliance or as an Operations Officer at an installation, region, or comparable level within the Department of War or its components
