Summary

This position provides subject matter expertise and guidance on aviation automation systems, subsystems and applications utilized by Flight Standards Services. As the recognized training authority for their assigned area(s) of responsibilities, the incumbent develops and formulates training programs, methods and plans. Provides automation systems support and guidance, reviews, evaluates and monitors program administration, presentation, development, revision, and maintenance of course content.

The incumbent may provide training on automation systems and applications in a classroom environment during applicable modules as assigned. He/she shares knowledge of Flight Standards' national programs and serves as an expert to the Flight Standards national programs managers. Incumbent participates in operational accomplishment of organization's mission and responsibilities. The work of the organization requires extensive coordination, integration, and decisions involving various complex and critical aeronautical information. Assignments are made in terms of broadly defined mission objectives. The incumbent, who is considered a principal specialist within and outside Flight Standards Services, may be required to perform duties as they relate to one or more of the following program areas.

Development, maintenance and revision of SPAS and FSAS procedures and design, compilation and maintenance of Safety Assessment Guidelines (SAGs), PTRS Procedures Manual (PPM) and VIS Procedures Manual (VPM). Ensure SAGs, FSIMS, PPM and the VPM are coordinated and integrated in the SPAS and FSAS programs to provide for safety assessment of aircraft, air operators, schools and repair stations.

Advanced knowledge of policies, and procedures related to data systems and development of best practices. Knowledge and expertise of data systems and the various sub-system types in order to support identification and successful resolution of challenging and complex issues affecting the various programs. Knowledge of data systems, associated goals, priorities, policies, and commitments of the assigned organization and their interrelationship with other internal and external programs and activities.

Ensures the construction and publication of all SAGs and FSAS Procedures Manuals meet operational requirements and follow guidance per the FAA Orders 8900.1, 1800.56 (as amended).
Analyzes and evaluates the objectives, planning, policies, work and progress, of assigned programs. Presents results of analysis and evaluation to executives and upper management
for use in making recommended improvements and assuring efficiency, economy, and balance in the execution of assigned programs. Performs studies, analysis, evaluates, and develops implementation plans, practices, methods, and procedures for assigned program responsibilities.

The incumbent plans, organizes and implements studies/projects that may directly impact the agency's programs. The studies require coordination between many activities within and outside the agency. Responsible for coordinating these efforts throughout the final stages of the completed automation projects that have direct impact on Federal Aviation Regulations and operations throughout the agency.

Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities. Identifies potential issues and proposes recommendations for preventive action. Assures that activities are efficiently carried out and the program objectives are being effectively accomplished. Assures uniformity and consistency of performance and adherence to national and regional policies, standards, systems, and procedures.

Establishes and maintains effective communications with the aviation industry, with regions, centers, other FAA offices, and with affected departments and agencies of Government, both foreign and domestic, in an effort to further the understanding, support and coordination of the Academy's program responsibilities. Represents Academy Management at industry, agency, inter-agency, and inter-departmental meetings concerning automated support/training.

The incumbent reports directly to a manager who provides overall policy and program objectives. Work reviewed is in terms of overall effectiveness in accomplishing program objectives

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is experience providing subject matter expertise on aviation automation systems. Developing, delivering, monitoring and evaluating related training programs and course materierals.
