Summary

The Program Analyst (Health Informatics) position is located at the Dayton VA Medical Center within the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of this role is to enhance the quality, efficiency, and effectiveness of health care by integrating clinical and information processes essential for the successful adoption and use of new technologies throughout the VHA.

This is a temporary Not to Exceed (NTE) one year appointment.

Help

Duties include, but are not limited to:

  • Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.
  • Performs the following duties: coordination of computer programs, programming, coordinating EHR programs for staff use, development of project plans, convening stakeholder groups to prompt requirements, conducting environmental scans for viable solutions to business need, deploying solutions, and performing assessments to ensure the informatics products and services are meeting stakeholder needs.
  • Guides the evolution of clinical software and processes by ensuring clinical software are available for staff use in addition to training on these programs and using creative and well-developed interpersonal skills to achieve effective communication with the end users.
  • Contributes to the development of software enhancements, guides process improvement activities, and partners with colleagues working on information technology (IT) for the better provision of patient care by clinical and business staff.
  • Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
  • Cultivates a healthy working relationship between the Office of Information and Technology (OIT) and HI, allowing for routine dialog to enable the sustainment and optimization of our health IT solutions and workflows, for the benefit of all staff and Veterans.
  • Leads meaningful and coordinated use of subject matter experts (SME) to support decision­ making among informatics functions to optimize the healthcare system and the tools that support the business.
  • Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
  • Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization (representation of data via a chart or other image), inferencing (a way to understand cause-and-effect relationships) and other techniques to enable decision support.
  • Utilize or develop reports and information tools using a variety of methods and tools such as Structured Query language (SQL), SQL Server Reporting Services (SSRS) from the VISN and the VA corporate data warehouse.
  • Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
  • All other duties as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: initiating, developing, and executing complex projects; using data to assess clinical or business processes; developing clinical decision-support systems; performing statistical analyses and interpreting data; improving efficiency and effectiveness of processes; consulting, advising, and educating all levels of employees. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent graduate degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related (Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
GS-12:
  • Specialized Experience: Examples of specialized experience would typically include, but are not limited to: Utilizing clinical software packages and applying a wide range of advance practices, theories and emerging information in health care delivery, health informatics and applications, providing expert and professional health informatics consulting services and training programs, using data to track and manage patient care, applying data life cycle to include data design, collection, and management in order to input, retrieve, analyze, summarize and present information.
  • Education: There is no educational substitution at this grade level.



Preferred Experience: 3+ years supporting the implementation and adoption of an electronic health record (Oracle Health/Cerner/MHS Genesis Preferred) to include workflow adoption, troubleshooting and issue resolution, project management, and education.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-12.

Physical Requirements: The work is usually sedentary, but may require extended periods of walking, standing, bending, or climbing, and employees may carry items such as books, instruments, laptops, and EHRM equipment that weighs up to 20 pounds.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
