Summary

You will serve as a Engineering Technician (Civil).

These positions are located in the Bureau of Land Management, Wyoming District Offices located in Casper, Rock Springs, and Worland, Wyoming.

Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.

Duties

Help

  • Prepare original drawings and preliminary layouts, as well as updates and revisions to drawings, including final as-built drawings.
  • Install, test, calibrate, troubleshoot, operate, and maintain instrumentation and equipment associated with engineering and architecture projects and activities, including scientific data collection.
  • Conduct inspections and assessments that involve a wide variety of test and inspection techniques.
  • Draft technical documentation for assigned technical engineering work assignments and reviews documentation of lower graded technicians.
  • Monitor project plans that outline the scope, schedule, and/or budget of assigned projects.
  • Duties will be developmental in nature when filled below the full performance level.

  • As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.
  • This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
    • your performance and conduct;
    • the needs and interests of the agency;

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

GS-07:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluations; (2) drafting technical documentation for engineering work assignments; (3) using databases to maintain engineering data and records.
OR
Education: Successful completion of at least one full year (18 semester hours) of graduate level education in an appropriate field of study such as engineering, construction, or industrial technology, construction, physics, drafting, surveying, physical science or mathematics.
OR
Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement.


GS-08:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting technical engineering evaluation and analysis assignments; (2) reviewing drawings for conformance to established engineering standards, criteria, and project requirements; (3) performing quality assurance and data integrity review of electronic data and records.
OR
Education: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of study such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics.
OR
Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement.


GS-09:
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting difficult but precedented technical engineering evaluation and analysis assignments; (2) analyzing engineering issues and project objectives; (3) making adjustments to standard procedures or operations based on situations encountered in the field or during the study.
OR
Education: Successful completion of at least two full years (36 semester hours) of graduate level education leading to a master's or a completed master's degree in an appropriate field of study such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science or mathematics.
OR
Combination: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Physical Demands: The job includes office work, with some occasional hiking for outdoor fieldwork and walking in facilities. Tasks may require standing for long periods, walking on uneven or slippery surfaces, bending, crouching, stretching, climbing, and lifting items under 50 pounds (23 kilograms). More strenuous demands include frequent climbing, working on treacherous footing, lifting objects over 50 pounds, and crawling in confined spaces.

Working Conditions: Most tasks are performed in a well-lit, heated, and ventilated office, but employees regularly face moderate risks and discomforts such as dust, loud noise, strong odors, fumes, electrical hazards, moving machinery, and exposure to varying weather, including rain, heat, cold, and icy streams. Staff must remain alert and follow special safety protocols, including wearing protective clothing, due to occasional high-risk situations where conditions are unpredictable, like working at great heights outdoors.

You will be evaluated for this job based on how well you meet the qualifications above.
