The IT Project Manager supports the Learning Solutions Center's enterprise learning technology ecosystem, including Warfighting Acquisition University (formerly DAU), DoW, and federal partner organizations.
Key LMS responsibilities include supporting Cornerstone OnDemand operations, configuration, testing, troubleshooting, catalog organization, user access, and platform modernization efforts.
The position helps sustain and improve learning management systems, digital learning platforms, and related technologies through coordination with technical teams, vendors, program offices, and stakeholders.
The role supports system integrations, data validation, reporting accuracy, migration activities, user acceptance testing, and resolution of integration or authentication issues.
The position contributes to acquisition and contract support by assisting with market research, vendor coordination, cost and pricing reviews, COR-related duties, and contractor performance monitoring.
NH04:
The IT Project Manager in the Learning Solutions Center serves as the primary technical authority and operational lead for enterprise learning technologies supporting WarU/DAU, DoW, and federal partners.
The role manages configuration, sustainment, integration, optimization, and modernization of LMS platforms, currently Cornerstone OnDemand, while ensuring reliable performance, secure data flows, and effective learner access.
The IT PM provides hands-on technical and functional support, resolves complex platform issues, manages enhancements, supports reporting and data integrity, and enables partner organizations through implementation services.
Major responsibilities include LMS platform governance, lifecycle management, troubleshooting, capability planning, catalog design, administrative role structure, and long-term scalability.
The position supports systems integration, data architecture, migrations, authentication troubleshooting, and validation of data feeds between the LMS and external systems.
The IT PM also serves as COR for learning technology contracts, supports acquisition and vendor management, enables partner programs, leads go-live activities, and manages commercial content integrations such as LinkedIn Learning, Coursera, and Skillsoft.

In addition to meeting the basic requirement, you must have one year specialized experience.
NH-03: One year of specialized experience equivalent to the GS-11 or equivalent, in other personnel pay systems. Specialized experience as follows:
Experience in LMS configuration and integrations with external systems, including Human Resources Information Systems (HRIS), workforce data feeds, commercial learning content providers, authentication platforms, and partner systems.
Experience in acquisition planning, contract administration, and vendor management activities for LMS technologies, commercial learning content, software licensing agreements, and related service support contracts.
Experience with technical teams, vendors, and stakeholders to conduct system testing, user acceptance testing (UAT), production readiness reviews, and data validation activities.
Experience data migration projects by developing and executing test scenarios, validating migrated records, documenting findings, collecting end-user feedback, and assisting with implementation and cut-over activities to ensure successful transition to production environments.
NH-04: One year of specialized experience equivalent to the GS-13 or equivalent, in other personnel pay systems. Specialized experience as follows:
Managing, configuring, sustaining, and optimizing enterprise Learning Management Systems, including Cornerstone OnDemand or similar cloud-based LMS platforms, to support large-scale learner populations, administrative workflows, catalog structures, content delivery, reporting, and long-term platform scalability.
Monitoring, testing, troubleshooting, and validating integrations between learning platforms and external systems, including HR systems, workforce data feeds, authentication services, commercial content providers, and partner systems, with responsibility for resolving data errors, failed feeds, reporting discrepancies, and access issues.
Leading technical planning and execution for learning technology initiatives, including system enhancements, data migrations, user acceptance testing, pilot deployments, phased rollouts, production cutover, sustainment planning, and coordination with stakeholders to translate business requirements into system configurations and implementation plans.
Supporting acquisition and contract management activities for learning technology products and services, including serving as or supporting a Contracting Officer's Representative, conducting market research, developing technical requirements, reviewing vendor solutions, evaluating performance, and assessing cost, schedule, scope, licensing, and service delivery impacts.
