Duties

Help
  • You will manage the security and administration of Special Access Programs (SAP), maintain oversight of personnel security accesses and security of related facilities in support of the Deputy Chief of Naval Operations for Information Warfare.
  • You will serve as liaison with the Department of Navy and Department of Defense SAP Control Offices to ensure compliance with applicable guidelines and policy.
  • You will advise senior leaders on security policy development, interpretation, implementation, and improvement of program planning and management.
  • You will design, coordinate, implement, and administer training and awareness programs for information security related to Special Access Programs.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • PPP applicants must currently hold the required security clearance.
  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. See Additional Information for certifications required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Developing, coordinating, and implementing policies and procedure for the personnel security program within a large organization or corporation;
  • Managing the efficiency and effectiveness of all processes necessary for reviewing and evaluating personnel accesses to SAP and SCI or similar extremely controlled information;
  • Coordinating with organizational counterparts to ensure all necessary stakeholders are integrated into the process for evaluating personnel for access to SAP or similar extremely controlled information;
  • Designing, implementing and administering training and awareness program for personnel security;
  • Coordinating with officials throughout a large organization responsible for collateral and sensitive compartmented information (SCI) security policy and requirements when applicable to organizational SAPs or similar extremely controlled information.

This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Certifications required are: Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC), and Special Program Security Credential (SPSC)

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
