Summary

Position is responsible for providing objectively based information and support for decision making on the administrative and programmatic aspects of medical center operations and management. As a member of the Managerial Cost Accounting (MCA)/Decision Support System (DSS) Team in the VISN 8 Consolidated MCA Program (VISN 8) the incumbent will accomplish a wide variety of assignments concerned with effectiveness and efficiency of program and operations.

Major duties include, but are not limited to the following:

  • Ensure required actions are taken correctly and within established time frames using knowledge of management principles, theories, administrative procedures and regulations.
  • Conduct qualitative and quantitative analysis in measuring and evaluating efficiency, economy, effectiveness, and quality of health care services using key management principles and theories associated with organizational management.
  • Analyze and evaluate information, gather factual evidence, interpret guidance, draw conclusions, and ensure compliance with regulations.
  • Evaluate the effectiveness of VHA programs and operations to include productivity and efficiency of health care services and programs.
  • Identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution through the practice of root cause analysis of problematic program efficiencies.
  • Provide technical advice to staff analysts and organization officials to ensure timely implementation of new subsystems and/or enhancements to existing systems using knowledge of pertinent laws, regulations, policies, and precedents.
  • Carry out interviews in single or multiple group settings, present formal briefings and presentations, give advice and assistance, and respond to questions and problems.
  • Create narrative information materials incorporating statistics, charts, and graphic information to present findings, analysis, evaluations, and recommendations.
  • Develop and implement new or improved methods and procedures to react to changing requirements and limitations.
  • Perform assignments associated with software development, decision support/cost accounting system problem investigation and resolution, research and management/cost analysis, and data validation.
  • Provide expert technical support for improved patient care, conservation of resources, and more informed management in the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

SELECTIVE PLACEMENT FACTOR. In addition to the Time-In-Grade restriction above and the Specialized Experience Requirement below, applicants must also possess the Selective Placement Factor to qualify. Incumbent must have full competencies in both Financial Processing and Clinical Processing to conduct root cause analysis of data anomalies in order to identify, plan and initiate corrective actions under strict time lines in monthly processing routines AND this experience must be demonstrated clearly in applicant's resume. If the qualifying official is unable to match applicant's experiences with the positions held in resume, applicant may lose consideration for this vacancy. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Conducting a variety of studies, analyzing findings, and making recommendations regarding continuing or beginning new medical services, purchasing new technology, or significantly altering directorate structures to accomplish organizational missions; including advanced analytics in program productivity, modeling, and process workflow impacting patient centered health care.
  • Independently producing analytical cost accounting and documents for management information utilizing the Managerial Cost Accounting/Decision Support System (MCA/DSS) relational database and related software; and solving difficult and complex problems in the cost accounting of medical procedures.
  • Developing individual programs, reports, and facilitating user interface and access to computer systems with knowledge and experience of data processing documentation procedures, standard data elements and codes, customary fact-finding approaches, and structured analysis and design methodologies.
  • Communicating effectively and respectfully by considering customer needs and the best way to deliver information, translating technical concepts into layman's terms, and working with staff at all levels of the organization.
Preferred Experience: 5 years of experience in the National Managerial Cost Accounting Program including analysis of Cost Transfers, Journals Vouchers, Clinical Workload and MCA Labor Mapping Principals. Comprehensive understanding of OPES National Physician Productivity methodology.
