Summary

Provides consultative services, advice, guidance and assistance to employees and managers of MCC in the areas of Employees Benefits, Retirement, Work Life Programs, Flexible Work, Unemployment Compensation, Worker's Compensation and Reasonable Accommodations.
Counsels or advises on sensitive or serious problems related to the full range of benefits, work life programs and reasonable accommodations.
Assists in making proper referrals to external resources, such as the Employee Assistance Program and dependent care services.
Computes estimates and counsel employees on all aspects of Retirements; Voluntary Retirement, Early Retirement (FERS, CSRS, CSRS Offset &), Disability Retirement and Death In Service, Military Deposits & Re- Deposits, FERCCA.
Administers leave related programs such as Family Medical Leave Act (FMLA), Paid Parental Leave, Voluntary Leave Transfer Program (VLTP) and the MCC Leave Bank Program
Assists in the development of the benefits and worklife budget, taking into consideration increases in program fees, modification of funding based online usage, program interest, or new requirements.
Markets services and programs via emails, lunch and learn sessions, one-on-one counseling, other printed materials, or town hall presentations.
Administers open season enrollment activities and agency health and wellness initiatives.
Must be able to obtain and maintain a federal security clearance

Qualifications
To qualify for pay band 4A applicants must meet the following:
Qualifying experience for Pay Band 4A includes one year of specialized experience (comparable to the Pay Band 4B or GS-12 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: providing technical advice, guidance and interpretations on employee benefits, retirement, and work life programs, policies and activities; developing and implementing policies and standard operating for employee benefits, retirement programs; computing estimates and counseling employees on all aspects of retirements, coverage determinations, deposits, etc.; reviewing and processing benefits forms, enrollments and retirements; developing communications/marketing plans via emails, lunch and learn sessions, one-on-one counseling, other printed materials, or town hall presentations; and developing, administering, and evaluating employee benefits, retirement and worklife programs. Note: This experience MUST be well documented within your resume or application.
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to Pay Band 4B or GS-12 to be eligible for Pay Band 4A.
