The incumbent serves as the Credential Verification Officer for the Office of Quality Management (OQM), Health Services Division (HSD), Bureau of Prisons (BOP). The position is located at the Consolidated Human Resource Center, Grand Prairie, Texas in the area of primary source verification for all BOP health care practitioners.

The incumbent's primary duties have a significant effect on the formulation or execution of management policies or programs as they relate to assessing and confirming the qualifications of licensed or certified health care practitioners. These policies may range from broad national goals to specific objectives of a local institution.

The incumbent's primary source (the issuer of the credential) of a specific credential to determine the accuracy of a qualification reported by an individual health care provider. Providers include BOP staff, PHS staff, part-time staff, contract and consultant staff, and those who provide a diagnosis or treatment using tele-health.

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education:

Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;

  • Regulations and standards of various regulatory and credentialing groups; and

  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR

Special Provision for Inservice Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;

  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and

  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting the Basic Requirements, applicants must have the following:

Education:

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience working with the credential verification process, sources to include local, state, national and international for credential verification and the ability to interpret standards of American Correctional Association (ACA)and Joint Commission (JC) or similar agency accreditation.

  • Experience dealing with complex health facilities as it relates to public health policies, issues and practices at the Federal, State and Local levels.

  • Experience assisting in analyzing and making recommendations on health care provider documentation and verifying information with credential verification organization.

  • Experience and comprehensive knowledge of health care administration, credentials principles, techniques and methodologies and their impact on delivery of care, matters pertaining to personnel, credentialing and an understanding of the configuration and management of hospital data.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.

All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

Successful completion of the "Introduction to Correctional Techniques", three-week training course at Glynco, Georgia is required.

Additional selections may be made if vacancies occur within the life of the certificate.

This is a secondary/non-law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.

Current Federal Law Enforcement Employees:
Completion of the mandatory courses "Introduction to Correctional Techniques (ICT) Phase I and Phase II" is a condition of employment for this secondary law enforcement position. Employees who have not yet completed ICT Phase I and II will be required to do so after entering the position. This requirement does not apply to non-law-enforcement positions.

Eligibility for secondary law enforcement coverage is determined in accordance with applicable regulations. Coverage may be attained through any qualifying federal law enforcement officer service that meets the definitions in 5 U.S.C. 8401(17) and satisfies the conditions in 5 CFR 842.803.
