The Commercial Services Manager is responsible for two concession contracts, about 100 special park use permits, 100 commercial road-based tours commercial use authorizations, and 100 activity commercial use authorizations. This work is partially accomplished though supervision of 2-4 employees.

Some of the major duties you will perform include but are not limited to the following:

  • Manage the park's two concession operations (Stovepipe Wells Resort and a small convenience-item contract). This includes prospectus development, managing potential transition between concession contracts, and evaluating concessionaire performance on a range of aspects such as safety, pricing, customer service, etc.
  • Provide overall management of the park's commercial use authorization program, including issuing permits, evaluating reports, and evaluating compliance with permit conditions.
  • Provide overall management of the park's special park uses program (including large sporting events and festivals), including issuing permits, evaluating reports, and evaluating compliance with permit conditions.
  • Manages the park's overall commercial services program budget, including formulation and execution.
  • Supervises 3-4 employees in the commercial services program.

This is a supervisory position that may require completion of a supervisory probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement - 08/24/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for the Concession Management Specialist position at the GS-11 grade, you must meet the following minimum qualifications by the closing date of this announcement:

  • SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include one of the following: (1) representing an agency's interests with stakeholders, businesses, or the public; (2) ensuring compliance with contracts or regulations; or (3) making recommendations to senior staff.
  • -OR-
  • EDUCATION- Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, economics, accounting, finance, and/or public administration.

  • Combination of education and experience.

You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include may require hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.

Work Environment: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls,). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending on the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.

National Park Service housing may be available to rent within the park. The community in the park has regular social opportunities such as potlucks, volleyball games, book club, running club, golf, and a community swimming pool. School buses run daily to Death Valley Unified School District in Shoshone, CA. Housing is available to rent or purchase in the private sector in Beatty, NV (45 miles) or Pahrump, NV (62 miles). The park has extensive opportunities for hiking and driving backroads. Las Vegas is a 2 ΒΌ hour drive.
