Duties

Help
  • Lead the assessment, monitoring, and evaluation (AM and E) of Security Cooperation (SC) initiatives and cases to determine their effectiveness and ensure compliance with mandated requirements.
  • Develop, coordinate, and implement strategies and procedures to assess SC initiatives effectively and efficiently.
  • Conduct initial and ongoing performance monitoring to provide regular feedback on the extent to which expected outcomes are being achieved, informing corrective actions.
  • Lead the collection and analysis of current data to comprehend possible outcomes, identify opportunities, mitigate threats, and recognize needs for course correction in plans and activities.
  • Prepare and present comprehensive presentations, reports, and data-driven recommendations to senior military officials to enable analytically informed decision-making.
  • Research and analyze developments, trends, and new legislation related to assessing the effectiveness of security strategies, programs, and policies.
  • Provide authoritative guidance on the implementation of strategic plans for the evaluation of U.S. Government-funded and partner-funded SC programs and projects.
  • Apply various analytical methods, such as cost-benefit analysis and investment assessment, to evaluate the feasibility and efficiency of proposed requirements and assist in decision-making.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Designated Tier 5, Special Sensitive (High Risk). Incumbent must obtain and maintain a Top Secret Security Clearance with Sensitive Compartmented Information (SCI) access as a condition of employment
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position requires Spanish language proficiency demonstrated at a minimum 2/2 rating via the Defense Language Proficiency Test (DLPT) and may be required to validate Spanish language proficiency annually via the DLPT.
  • Incumbent must obtain the DoD Security Cooperation Workforce (SCW) Expert Proficiency Level Certification, including all continuous learning, mandated by the 2017 NDAA, Title 10 U.S. Code §384, and the Security Cooperation Certification Program 2.0.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • The incumbent may be required to work other than normal work duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) leading the assessment, monitoring, and evaluation (AM&E) of Security Cooperation (SC) initiatives, programs, or cases to ensure compliance with National Defense Authorization Act (NDAA) mandates and alignment with theater-level campaign plans; 2) utilizing defense-specific database systems to collect, compile, and analyze statistical and narrative data; 3) developing and refining performance metrics, to include mapping Measures of Performance (MOPs) to Measures of Effectiveness (MOEs), to track and report on strategic outcomes and program Return on Investment (ROI); and 4) applying analytical, evaluative, and cost-benefit methodologies to identify program efficiencies, recommend mid-course corrections, and advise senior leadership on the sustainability of security initiatives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).
