Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). Salary Ranges are the following unless statutory/regulatory rates prevail.
For the Redstone Arsenal, AL Location: $130,987 to $197,200 (includes 21.91% locality)
For the Fort Belvoir, VA and/or Dahlgren Location: $143,913-$197,200 (includes 33.94% locality)
For the Schriever AFB, CO Location: $129,096 to $197,200 (includes 20.15% locality)

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Supervisory Human Resources Specialist at the NH-0201-4 broadband level, some of your typical work assignments may include:

  • Supervising and directing the team responsible for administering the MDA Career Development and Student Intern Program; overseeing program execution, establishing performance standards, and ensuring alignment with strategic human capital objectives.
  • Serving as the senior expert, while working and overseeing a team tailoring solutions and challenges across the lifecycle.
  • Defining, establishing, and directing organizational focus on challenging and highly complex projects/programs within their body of work.
  • Providing expert, authoritative advice and consultation to all levels of management across the Agency.
  • Applying innovative thinking to develop solutions for problems not susceptible to treatment by accepted methods; leading change management process concepts and techniques such as strategic planning.
  • Performing a full range of supervisory responsibilities for subordinates at least 25% of the time. Assigning work to subordinates based on priorities, difficulty of assignments, workload and capability of employees; providing technical oversight and instruction on administrative matters; developing performance plans, providing actionable feedback, and rating employees; interviewing candidates for subordinate positions; recommending hiring, promotion, or reassignment; taking disciplinary measures; identifying, providing and/or arranging for developmental needs of employees.

Qualifications

You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:

  • Administering an agency-level Career Development Program (CDP) and Student Intern Program to align program goals with enterprise human capital requirements.
  • Guiding agency-level Career Development and Student Intern Program execution as the technical expert to optimize workload and program delivery.
  • Collaborating with cross-functional stakeholders to integrate modern training, resolve resource bottlenecks, and propose pipeline policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
