The position serves as a Building Management Specialist in BM in exercising duties carrying out the
organization’s building operations and acting as a Contracting Officer’s Representative (COR).

Duties

Help
  • Provides appropriate office space and essential building services for the building occupants, directs building management programs and directly manages or assists in managing the operation of the building(s) and their surrounding property.
  • Participates in the development of plans and monitors schedules for the building(s) maintenance and repair programs, and maintains constant contact with personnel occupying the buildings.
  • Maintains active COR training and certification, and serves as a COR FAC COR Certified Acquisition Professional in monitoring the work of contractors to ensure adequacy of work and services received.
  • Approves all purchases for materials and services ordered against FMS accounts, adheres to Foreign Affairs Handbook (FAH) and FAR financial guidance and uploads all deliverables into the ILMS e-File system.
  • Collaborates with FMS Budget Analysts in the development of annual and multi-year Zero-Based Budgets and maintains oversight of budgets for the assigned facilities and projects.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Qualifying specialized experience must demonstrate the following:

  • Experience with contract administration, including, writing Statements of Work, independent fee estimates, monitoring contractor performance and adherence to work specifications while tracking milestones
  • Experience with preventative maintenance and facility condition management for an inventory of buildings, conducting assessments to determine the condition of structures, identify costs to cure, and life-cycle requirements
  • Experience with building operation and maintenance to ensure effectiveness and efficiency of building operations including automated systems, mechanical equipment, electrical systems, plumbing systems, pneumatic systems, HVAC systems, and other equipment and building systems   
  • Experience in one of the following: automated systems, mechanical systems, electrical systems, plumbing systems, pneumatic systems, HVAC systems, and other equipment and building systems   

There is no substitute of education for specialized experience for the GS-13 position.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies: 

  • Knowledge of building management operations that include the details of mechanical and building maintenance.
  • Knowledge of FAR Simplified Acquisition procedures required to prepare and award small purchase
    contracts within the position’s delegated authorities.
  • Ability to work effectively with civic groups, private and public agencies and a variety of city
    officials and planning commission representatives
  • Ability to analyze trends and evaluate various aspects of income and expense
    programs for their cost-effectiveness and profitability in the assigned building(s) and properties.
  • Knowledge of A&E drawings, and their relation to end user requirements for ergonomics, safety and productivity measures, needed to promote safe, healthy and comfortable environments
    for the building occupants.
  • Ability to communicate effectively, orally and in writing
