This position is located within a Forest Service Southern Research Station.

The incumbent serves as an Assistant Director for Research (ADR) for the Station, and is responsible for science quality assurance and relevance, policy formulation, advice and leadership in responding to complex issues regarding the development of scientific research programs of the Research Station.

  • Serve as a technical expert and coordinator in providing intellectual leadership and focus on research to initiate dialogue; generate policy recommendations, interventions, and station mechanisms.
  • Provide expert technical leadership and program advice in the development and implementation of national and station research direction.
  • Coordinate with station Executive and Leadership Teams to develop programs to share the Station’s science with stakeholders and ensure effective science delivery.
  • Develop and participate in short- and long-range planning and priorities for new and innovative projects including the development of budget needs and recommendations for allocation of funds.
  • Perform long-range planning and management of new substantive agency research and development programs where precedents are scarce or nonexistent.
  • Monitor and evaluate the quality and effectiveness of major research projects through periodic review visits.
  • Oversee the release of research results in the form of technical and non-technical publications, talks, reports, and field demonstrations.
  • Represent the Director in contacts with key Regional and local representatives of other Federal agencies, State agencies, industrial organizations, universities, and trade and conservation groups.
  • Plan and direct the overall work through subordinate supervisors, team leaders, or comparable positions.
  • Supervises 25% or more of the time.

This is an interdisciplinary position and may be filled in any of the job series listed below.

Basic Requirement:
GS-0110 Series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

GS-0401 Series:
Degree:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
A bachelor's degree from an accredited college or university in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major.
OR
A combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the position.

GS-1301 Series:
Degree:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:
For the GS-15 level: Applicants must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal Service.

Specialized experience is defined as meeting all of the following:

  • Developing a program of work for short- and long-term research programs, including the development of budget needs, recommending the allocation of funds, and responsible for reviewing, assessing, and reporting program performance.
  • Guiding research program development into areas of emerging interest and assessing the impact of substantive policies, including legislation on forestry research and resource management.
  • Supervising, directing, and developing staff.
  • Developing relationships with external stakeholders to assist in defining the research objectives of the organization and ensure that stakeholder needs for research and development of scientific knowledge and products are met.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

This is a Detail/Temporary Promotion not to exceed 1 year and may be extended an additional 4 years for a total of 5 years or may be made permanent without further competition. If the position is not made permanent, at the end of the detail/temporary promotion, you will be returned to the position from which detailed/temporarily promoted or to a different position of equivalent grade and pay in the Forest Service, with the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position.

The position will be located at any Forest Service Southern Research Station owned facilities. Final determination of the duty station will be made by the selecting official at the time of the job offer.
