Help
  • Provides advice and guidance to directors and program managers in all aspects of the grants and agreements to federal and non-federal agencies; state, local, and tribal governments; educational, non-profit, private, and corporate entities.
  • Provides advice and guidance on the administrative aspects of partnership agreements including cooperative, challenge cost-share, participating, collection, interagency, and service-wide memoranda of understanding.
  • Processes a full range of grant and agreement applications used to determine the selection of grant and agreement awards.
  • Provides interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures.
  • Determines appropriate legislative and program authority prior to execution of each grant or agreement.
  • Has full and final authority to negotiate grants and agreements within the limits of delegated authority, reviews all reimbursement requests for appropriateness, and processes payments.
  • Terminates grants and agreements as the situation dictates. Closes out grants and agreements within the established closeout procedures.
  • Performs supervisory duties 20% or less of the time.

Specialized Experience Requirement:
For the GS-13 level: Applicants must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as two or more of the following:

  • Resolving complex grant and/or cooperative agreements, such as partnerships;
  • Performing pre-award through closeout processes for complex cooperative agreements and/or grants;
  • Establishing internal unit processes and systems for negotiating and administering grants/cooperative agreements (all phases);
  • Providing advice to senior program officials, internal customers and external partners on matters related to grants management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

There is no substitution of education for specialized experience.

Additional information

The position will be located at a Forest Service office, except Atlanta, Georgia; Milwaukee, Wisconsin; Washington, D.C.; and Portland, Oregon. Final determination of the duty station will be made by the selecting official at the time of the job offer. Pay rates vary depending on location. This is a temporary promotion not-to-exceed 1-year and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the Forest Service, in the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position.


Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
