Summary

This position is part of the International Boundary and Water Commission, US Section (USIBWC). The incumbent will be responsible for supply operation duties at the Amistad Power Plant, Operations and Maintenance (O&M) Division, Operations Department. The field office's primary mission is to operate and maintain water conveyance and flood control structures as part of the USIBWC's core mission of meeting numerous treaty and domestic trans-boundary management obligations.

Duties

Help
  • Maintains accurate accounting, reporting, and records for non-expendable property; performs routine property management and conducts annual inventories for assigned offices.
  • Tracks motor vehicle and equipment costs, utilization, and service schedules; ensures timely maintenance by regularly reviewing records and notifying users.
  • Purchases routine and specialized supplies, materials, equipment, and services using credit cards and requisitions; supports procurement documentation.
  • Operates a government motor vehicle such as a sedan, van, or pick-up to purchase or pick up supplies and materials or dispose of excess property.
  • Collects, compiles, and maintains operational data, prepares recurring reports, and provides administrative support including travel arrangements, document processing, records management, general office assistance, and collaboration with management.

Qualifications

At the GG-07 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GG-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this role includes performing supply operations including requesting, processing, and distributing equipment; cataloging; inventory management; and storage functions; maintaining accounting and reporting systems, tracking critical or special-handling inventory, reviewing purchases, and investigating and reconciling discrepancies; preparing and processing requisitions; reviewing vehicle and equipment records to ensure scheduled service and maintenance; providing administrative support (for example: arranging travel, timekeeping, training), and using software for document processing, reporting, email, filing, and records management.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Only experience obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs(e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Stipulations of Employment:
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or a 1-2 year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • Whether your continued employment would advance the organizational goals of the agency or the Government; and

This position requires operation of a Government vehicle, therefore, proof of possession of a valid state driver's license is required.

If selected, you will be required to obtain, prior to entrance on duty, a physical examination by a licensed physician certifying your ability to perform the duties of this position. You must be able to lift up to 44 pounds unassisted, and over 45 pounds assisted; and sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching.

If selected, you will be required to possess and maintain, either upon entrance on duty or within 60 days of appointment, a Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level I Certificate.

If selected, the position to which you will be appointed is subject to a financial disclosure report requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) as applicable within 30 days of your appointment.

Work Schedule:
This position allows for a flexible work schedule at supervisor's discretion.

May be required to work overtime.
