Duties

Help

  • Directs and implements organization personnel strategies for organizations with a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields. Performs research and advises on a variety of civilian and organizational management issues of a sensitive nature that concern hiring policies and procedures and related legal, and regulatory requirements.
  • Manages a wide range of civilian personnel programs in support of organization mission, program goals and objectives, and work processes. Monitors the effectiveness and status of organization programs and activities by reviewing program status documents, internal metrics and/or productivity reports.
  • Provides complex management support services for organizations whose operations are interrelated. Evaluates the impact to personnel resources based on changes in HQ USAF and MAJCOM requirements, long range program goals, and other critical factors to ensure mission accomplishment.
  • Serves as the primary Civilian Personnel Program Specialist for assigned 350 Spectrum Warfare Wing organizations. Advises organization commanders, supervisors, and staff personnel on the functions and capabilities of the program, to include performance management, civilian pay issues, awards, employee relations, labor relations, and union programs, complaints resolution, and equal employment opportunity programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-09

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying principles, theories, techniques, practices, mission, and organizational structure of AF, multiple MAJCOMs, multiple host bases, and mission to support federal civilian personnel program administration responsibilities. (2) Skill in using analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of administrative programs in order to meet strategic goals and plan improvements of programs.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; and have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.

GS-11

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying thorough knowledge of DoD, AF, multiple MAJCOM, and policies, regulations, and organizational techniques, systems, and procedures are applied in performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, long-range planning, as well as the principles, practices, and functions of civilian human resources personnel program administration to support operations and perform difficult and complex work assignments. (2) Ability to perform independently to accomplish difficult and complex advisory functions which are characterized by a great depth, breadth, and variety of program applications and require experience and independent judgment. The diversity of the program calls for initiative, creativity, and adaptability to resolve pervasive problems and issues without compromising program objectives and requirements.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-09 & GS-11

  1. Knowledge of overall mission, function, operation, and organization; and a variety of principles and processes applicable to the work operations of the Wing and impact of Wings activities across the organization.
  2. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in servicing as a technical specialist and spokesperson to further operating agency objects on important issues.
  3. Knowledge of an extensive body of civilian HR laws, regulations, principles, practices, rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
  4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
  5. Knowledge of program inspection requirements, reports, and terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
  6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings and correspondence.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
