This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the Army Sustainment Command (ASC) located at Pine Bluff Arsenal. This position serves as a Utility Systems Operator in charge of gas or oil fired boiler plants for the steam and air branch.

Duties

Help
  • Manage gas and oil fired boiler plants.
  • Adjusts fire tube, water tube boilers, and auxiliary equipment.
  • Roving responsibility for checking high pressure plants and low pressure heating plants that are in operation.
  • Reading various gages and meters to assure boilers are operating efficiently.
  • Operates heavy duty air compressors.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must have or be able to obtain within 60 days of appointment a current Arkansas State Boiler Operator License.
  • Incumbent will be required to work outdoors during inclement or during hot/cold weather conditions.
  • Pre-appointment physical is required and annual physical annually thereafter.
  • This position requires successful adjudication of a background investigation.
  • This position requires working rotating shifts.
  • This position is subject to Drug Abuse Testing Program requirements. This position is subject to a pre-employment screening, and random testing thereafter.

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Utility Systems Operator without more than normal supervision which include 1. Observing pressure gauges and flow meters; 2. Maintaining records of meter readings and test results; and 3. Troubleshooting systems to determine causes of malfunctions. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical Efforts: Occasionally works in awkward and cramped positions when making minor repairs. Frequent standing, walking and climbing is required when making prescribed checks of all operating plants. Requires heavy lifting of over 50 pounds.
  • Working Conditions: Subject to abnormal heat when operating boiler plants. Subject to abnormal cold and bad weather when making prescribed checks in winter. Danger of boiler explosions, high noise levels, toxic fuel and chemical fumes, steam burns and scalding water. May work in dirty, inadequately lighted and ventilated spaces.

Additional information

  • Shift work is 12-hour shifts both days and nights. There is a weekend shift Saturday-Monday and weekdays shift Wednesday-Friday. Both shifts work alternating Tuesdays.
