Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides regional leadership, direction, coordination, and oversight of WS aviation management involving varied wildlife damage management projects involving operational and research components.
  • Provide day-to-day supervision of pilots.
  • Implements aviation directives and curricula established by the National Aviation coordinator (NAC), assuring compliance with both external and internal regulations.
  • Ensure that aviation training and use of personal protective equipment (PPE) is fully integrated with aviation safety to minimize risk to people and property.
  • Manage both annual and no-year funds provided to the Region for aviation operations.
  • Procures aircraft services, to include maintenance, overhauls, equipment modifications, acquisition of replacement aircraft or additions to the WS fleet.
  • Implements research, program analysis, recruitment and special aviation projects.

  • The work varies between an office setting and field setting for meetings, occasional flying, and observing and analyzing operations.
  • Occasionally some exposure to discomfort or risk is encountered in the field as extreme heat or cold, or exposure to various seasons or weather scenarios.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.


FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

- Applying the policies, procedures, regulations, and guidelines to manage aviation activities related to wildlife damage or closely related activities.
- Developing reports and metrics to monitor the effectiveness of the operations of an aviation program and success in making necessary changes.
- Identifying and implementing training needs for pilots and crew of an aviation program.


Note: There is no education substitution for this grade level.

TRANSCRIPTS are required if:

  • This position requires specific coursework or a degree in a specific field to be basically qualified.
  • This education must have been successfully completed and obtained from an accredited school, college, or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
