Summary

You will serve as a SUPERVISORY CONSTRUCTION MANAGER with Bureau of Reclamation, Upper Colorado Basin. Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Construction Manager.

You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

You may be required to travel overnight away from home up to 3 nights per week. You must obtain a government charge card for travel purposes.

DOI Wide - This is a Merit Promotion announcement for career and career conditional Department of Interior employees, Career Transition eligibles (CTAP), Current or former time-limited employees eligible under Land Management Workforce Flexibility Act (LMWFA) and those who are eligible under the hiring paths listed above. Some of the major duties you will perform include but are not limited to the following:

  • Sets and adjusts priorities, plans work and is responsible for quantity and quality of work performed.
  • Exercises significant responsibility in dealing with officials of other organizations and in advising higher level management officials.
  • Give advice, counsel, or instruction to employees on both work and administrative matters.
  • Directs, coordinates, and oversees the work of subordinate supervisors and staff.
  • Supervises and conducts a safety and health program for subordinates including the following: 1) instruction in safe operating procedures and policies; 2) investigation of all accidents/incidents including preparation of reports and forms, evaluation of the causes and effects, and determination of corrective action required; 3) supervisory safety meetings and enforcement of safety rules and regulations, and 4) follow-up action on specific safety health problems within the staff.
  • Directs full range of field activities required for construction and collection of construction related data for various projects. Directs inspections, surveys, investigations, materials control, and Operation and Maintenance (O&M) activities during construction. Facilitates the work of all parties concerned to ensure the most efficient and least cost to the Government.
  • Provides technical guidance, advice, and expertise to subordinate staff in carrying out the complex and quality assurance program of construction for civil, structural, mechanical, and electrical engineering components of water resource features.
  • Performs Project Management duties for geographically dispersed projects with regard to all phases of project development from planning through construction involving regulatory, budgeting and funding, and procedural requirements for said projects.
  • Develops, prepares, and administers budget for projects assigned for all personnel and other costs related to the proper execution of the project.
  • Makes recommendations to resolve complex construction problems involving major controversies.
  • Reviews contractor's construction plans to ascertain construction is planned and conducted in accordance with requirements of the specifications.

Certification: Certification is required to serve as a Contracting Officer's Representative as articulated in the DOI Acquisition, Assistance, and Asset Policy (DOI-AAAP) 0051, Federal Acquisition Certification and Programs Policy. Specific training is required to serve as a Grants Officer's Technical Representative as articulated in applicable DOI and BOR Manuals. The incumbent has 1 year from date of hire to attain this certification and the COR level must be maintained as required by project requirements.

Qualifications:

All qualifications must be met by the closing date of this announcement - 08/24/2026 - unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Specialized Experience for the series to which you are applying.

To qualify for this position at the GS-13 grade level:
Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: performing duties related to project management, scientific, technical or administrative work in support of water resource projects in three or more of the following areas: 1) Developing and administering project schedules; 2) Planning and budgeting; 3) Leading multi-disciplinary teams; 4) Developing and maintaining collaborative working relationships with state, federal, local, or tribal entities; 5) Ensuring compliance with statutes and/or regulations; 6) Present information to higher organizational levels.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands/Work Environment: Approximately 60% of the work time is spent in an office setting with no special physical demands. About 40% of the work time is spent traveling or visiting field sites during the course of the workday and involves considerable walking, bending, and standing. Field site visits are typically performed in an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around water resource features and systems and requires the use of personal protective equipment. The work also involves occasional travel (up to 10%) for training and meetings, with overnight stays. Occasional need to work outside of regular tour of duty, credit hours, overtime, etc.
