The Dayton VAMC is recruiting for an Administrative Officer (AO) for the Environmental Management Service (EMS). The incumbent is responsible for the administrative functions of all sections within the service to include but not limited to: Office of the Chief, Housekeeping Operations, Textile Care, Waste Management, Sanitation, Patient Transportation, and Uniform Management.

Help

Duties include, but are not limited to:

  • Assist managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals.
  • Drafts disciplinary and adverse actions, special leave requests, performance and incentive awards related to employee and labor relations issues within the Service, final authority resting with the Chief.
  • Discusses, investigates and responds to employee grievances and dissatisfactions to resolve conflicts.
  • Plan a system of internal controls that ensures the fiscal management of the EMS is maintained on a sound basis.
  • Responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment and all other general operating expenses.
  • Assembles and compiles budget information and oversees the running account of funds allocated and expended in all sub accounts.
  • Makes interim adjustments where necessary by applying knowledge and understanding of budgetary policies, procedures, and regulations.
  • All other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level, for a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Preferred Experience: Administrative Experience.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first year or 18 semester hours).
  • Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
