Executes and obligates Federal funds to award recipients pursuant to delegated authority.
Reviews award actions submitted to ensure accuracy and that determinations are made within the approved scope of award and aligns with legal, regulatory, requirements while adhering to the award’s terms and conditions.
Provides technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed.
Ensures program life cycle requirements are executed timely and within scope of delegated award authority.
Work involves preparation and management of grants, cooperative agreements and other assistance efforts for research and development.
Perform negotiations and approvals in close collaboration with programmatic stakeholders, policy experts and acquisition attorneys.

Specialized Experience: One year of specialized experience which includes (1) Reviewing grant or cooperative agreement applications for regulatory compliance; (2) Conducts post-award reviews and analyses to identify management, financial, and administrative issues; and (3) Reconciling recipient financial reports to track project expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-09/11 equivalent).
