Help

These types of positions administer, develop, deliver, and support information technology (IT) systems and services. The paramount requirement is knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, and networking. Information technology refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment, software, firmware, services, and related sources.  

Provides guidance to lower-level staff to address diverse, complex issues impacting the aviation/transportation industry. Works with managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating policy. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to jointly solve problems. Provides policy guidance and instruction to
others, both internally and externally.

Often serves as project manager or team leader planning, coordinating, and conducting projects and studies. Is responsible for developing, integrating, and implementing solutions to diverse, complex problems.

Analyzes trends, identifies problems and those factors most likely to impact operating costs, profitability, and continued compliance with regulatory requirements.

Proposes preventive actions and methods for ensuring FAA policies and practices align with emerging changes to transportation industry operations. May participate in the development of recommendations for new and innovative approaches to supplement broad policies and objectives that are only indirectly applicable to emerging transportation issues.

Typically exercises direct responsibility for completing tasking as part of the management of large, complex projects or programs. Identifies quality data sources for use in analyzing issues and assessing the impact of regulatory changes and proposing rulemaking changes/initiatives.

Plays a lead role drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.

Undertakes extensive analysis to conduct studies and prepare reports addressing complex transportation industry problems.

Formulates recommendations, policies, or plans to solve problems or to interpret conditions. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution.

Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Presents briefings to obtain consensus/approval of FAA economic analyses. Provides advice, guidance, and assistance to the manager and key management officials.

Leads multifunctional development projects in software analysis, design, development, and implementation for new systems or major enhancements to existing systems.

Drafts project plans, identifies resource requirements, assigns tasks to project members, and reports on progress.

Project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS 13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. 

Specialized Experience includes: experience analyzing trends, identifies problems that impact operating costs, profitability, and continued compliance with regulatory requirements; experience developing projects in software analysis, design, development, and implementation for new system or enhancements to existing systems; experience developing and delivering support to Information Technology systems and services.

Applicants should include examples of Specialized Experience in their work history. Qualifications must be met by the closing date of the vacancy announcement.

Individuals must have IT-related experience demonstrating each of the nine competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

7. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 

8. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 

9. Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
