This Social Worker Program Coordinator position for HUDVASH is in Social Work services at the VA Boston Healthcare System located at Brockton, MA and will provide oversight across campuses. This position is a full-time at 40 hours per week.

Major duties include, but are not limited to:

  • Coordinate and manage HUD-VASH admissions, including eligibility review, intake workflows, and movement of Veterans into the program.
  • Organize, maintain, and reconcile the By-Name List for accurate, real-time tracking of Veterans experiencing homelessness.
  • Provide higher-level clinical and administrative review for complex cases seeking admission, offering consultation and collaboration across interdisciplinary teams and partners.
  • Assist in developing, interpreting, and implementing policies and processes that support Veteran engagement and ensure continued eligibility standards throughout all program phases.
  • Provide clinical, administrative, and operational oversight of assigned HUD-VASH staff, including supervision when delegated.
  • Monitor program performance measures and ensure compliance with local, VISN, VA, and national HUD-VASH performance standards.
  • Develop, revise, and implement Standard Operating Procedures (SOPs), policies, and clinical practices to improve program efficiency, Veteran safety, housing retention, and quality of care.
  • Coordinate services across multiple VA facilities, Community-Based Outpatient Clinics (CBOCs), shelters, community agencies, Grant and Per Diem programs, contract providers, and outreach programs.
  • Assist in planning, implementing, and evaluating program goals, objectives, policies, and procedures to ensure effective program operations.
  • Conduct ongoing program reviews, performance evaluations, and quality assurance activities to ensure program effectiveness and continuous improvement.
  • Assist with the development, revision, and implementation of the local HUD-VASH Handbook and operational policies to meet evolving program needs.
  • Maintain knowledge of applicable VA regulations, directives, policies, and evidence-based practices related to homeless Veteran services.
  • Participate in program planning, strategic initiatives, committees, workgroups, and special projects that support the mission of the Health Care for Homeless Veterans Program and perform other related duties as assigned.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2026.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work.
  • Licensure. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j.
Grade Determinations/Minimum Qualifications for GS-12
  1. Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  2. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  3. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  • Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
  • Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
  • Ability to supervise multidisciplinary staff assigned to the program.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to provide training, orientation, and guidance within clinical practice.

The full performance level of this vacancy is GS-12.

Preferred Experience:
  • Experience working with the homeless population; knowledge of subsidized housing and community programs for those experiencing homelessness.
Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Applicants must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the applicant or others.
