Duties

Help

The incumbent oversees the full lifecycle of campus facility projects, from planning and programming to modernization and close-out. They provide independent reviews of area development plans to align infrastructure investments with operational priorities, ensuring designs for mission-essential spaces are mature and ready for rapid construction. They also integrate energy management, environmental compliance, and force protection into all facility proposals.

Leveraging mastery in multidisciplinary engineering, the advisor drafts and recommends technical standards governing campus infrastructure. They ensure the seamless integration of architecture, IT, life/fire safety, and Unified Facilities Criteria (UFC) compliance, while advising on historic preservation to balance mission needs with regulatory obligations.

The position provides specialized financial and technical analysis to support the command's budget submissions (POM) and program execution. They advise leadership on funding strategies for construction and real estate and serve as the Senior Technical Advisor to Contracting Officers (CO/CORs) to monitor contractor performance, evaluate compliance, and resolve complex technical disputes.

As a Special Technical Advisor to the Combatant Commander (CCDR), the incumbent provides authoritative counsel on highly complex engineering challenges. They supply critical technical data to support leadership during engagements with Congress, the Department of War (DoW), Air Force agencies, and local governments. They also assist in high-level negotiations with contractors and federal partners to resolve conflicts.

The advisor facilitates cross-functional teamwork to advance the command's modernization agenda, ensuring mutually supportive technical reviews across directorates. Additionally, they mentor facility management staff and engineers, designing technical training frameworks to cultivate organizational depth and sustain long-term engineering expertise within the workforce.

  • Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 450) in accordance with the Ethics in Government Act of 1978.
  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance.
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoW Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoW Policy on The Employment of Annuitants.
  • Within the Department of War (DoW), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position.

  • Strategic Planning: Leads the full lifecycle of campus facility development. Aligns infrastructure with mission priorities and readies mature, "on-the-shelf" designs for rapid construction.

  • Engineering Standards: Drafts technical standards integrating architecture, IT, and safety codes (UFCs), while balancing operational needs with historic preservation.

  • Financial & Contract Oversight: Advises on budget submissions (POM) and funding strategies. Acts as the Senior Technical Advisor to Contracting Officers to monitor contractor compliance and resolve technical disputes.

  • Executive Counsel: Serves as the principal technical advisor to the Combatant Commander. Provides critical engineering data for high-level engagements (Congress, DoW, Air Force) and complex negotiations.

  • Leadership & Mentorship: Drives cross-functional collaboration and mentors facility management staff, building sustainable, long-term engineering expertise within the command.

Education

a. Education: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree in engineering. The program must:
(1) Lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET);
OR
(2) Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials (stress-strain relationships); fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; and any other comparable area of fundamental engineering science or physics (such as optics, heat transfer, soil mechanics, or electronics).

b. Combination of Education and Experience: A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This background must be demonstrated by one of the following:
Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board;
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified in the basic requirements above, fully acceptable toward meeting the requirements of an engineering program;
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Additional information

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments. HQEs serve at the pleasure of the Appointing Official and may be terminated at any time.
