Open to U.S. Citizens or U.S. Nationals who are Recent Graduates and have completed a degree or certificate from a qualifying education institution within the previous two yrs. Students who are within 9 months of graduating may apply. Veterans unable to apply within two yrs of receiving their degree, due to military service obligation, have a full two yr eligibility period upon release or discharge from active duty. The eligibility period for veterans must be within six yrs of degree completion.
The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
Perform extensive quantitative and qualitative analyses of an IRS program, function, operation or management systems and procedures to assess whether the entity is achieving economy, efficiency and effectiveness in the employment of available resources and or is in compliance with established laws, policies and procedures.
Use applicable standards, theories, techniques, methods and practices of accounting, and program management and internal controls in assessing IRS and TIGTA operations.
Develop evaluation/inspection plans, making recommendations for objectives, approaches, or tests, based on experience or research.
Modify the evaluation/inspection plan by changing areas of emphasis or develops new approaches as determined by analysis of findings.
Conduct risk assessments and applies the information to each assignment.
Develop and conduct special in-depth analysis of activities within general or high-risk IRS programs.

Qualifications
You must meet the following requirements by the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
To be eligible for the Recent Graduates Program, applicants must have, within the previous two years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. *Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the two year eligibility period may have their eligibility period extended so that they receive the full two years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond six years from the date of completion of all requirements of an academic course of study.
Specialized experience for the GS-09 is fifty-two (52) weeks of experience at the GS-07 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
- Researching laws, regulations, guidelines, or procedures AND
- Collecting and/or analyzing documentation to assess risk, develop project strategy and/or support project objectives AND
- Communicating status or results of work to internal or external management.

- Experience working for a tax administration organization that includes responsibility for documenting results of audits, projects or analyses in written documents.
OR
A Masters degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or a LLB or JD, in a related field.

You may qualify by a combination of experience and education. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Specialized experience for the GS-07 is fifty-two (52) weeks of experience at the GS-05 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. - Conducting research for a project or assignment AND
- Experience in organizing and/or analyzing information.

Experience working for a tax administration organization that equipped the applicant with knowledge of tax administration programs or processes.

CONDITIONS OF EMPLOYMENT (CONTINUED):
