Duties

Help
  • Serves as a Marine Cargo Specialist, performing complex cargo stowage planning, overseeing/monitoring for the stowing and loading, planning and discharge of cargo (including hazardous cargo).
  • Performs terminal operations in direct support of loading or discharge operations.
  • Inspects vessels to assure that full consideration is given to type and compatibility of cargo stowed, ensure that cargo is loaded for ease of discharge.
  • Ensures that cargo is in the proper rotation for ports of discharge, and ascertain that safety and space requirements are met.
  • Assures proper stowage of classified and security cargo and obtain authorized signatures as required.
  • Serves as the COR, or alternate COR, Quality Assurance Surveillance Specialist (QASP) or Ordering Officer, monitoring the loading and discharging of all vessels where contract stevedoring labor is used.
  • Ensures conformance to stowage and operational plans and terms of stevedore contract, adequacy, and security of stowage to ensure seaworthiness of vessel.
  • Oversees and monitors all aspects of the stevedoring contract to insure utilization of vessel space is optimized, cargo/ship operations are safe.
  • Ensures equipment is operated efficiently, accurately, safely, and documentation is prepared accurately and timely.
  • Prepares reports on claims, and provide oral and written advice to all concerned.
  • Prepares written reports of daily contractor's performance covering all aspects of pier operations, as required (weekly, monthly, and semi-annually) and review such reports to ensure accuracy and adequacy of data.

  • This position requires a valid, state-issued Driver’s License and must be insurable in order to travel to other locations in the Command’s structure.
  • This position is designated as an Emergency Essential (E-E) position in support of mobilization and wartime mission requirements and requires the incumbent to remain in the overseas area and perform duties until relieved by the proper authority.
  • This position may require employees to work overtime on a regular basis to accommodate peak workflow or respond to emergency situations, often under severe time constraints.
  • This position requires that the incumbent must successfully complete a pre-placement medical examination/physical due to the physical requirements of the position.
  • This position requires the incumbent to obtain an interim Secret clearance and obtain/maintain a Secret security clearance based on the duties and responsibilities identified.
  • Employee is required to (at a minimum) complete the following on-line courses: CLM 003 (Overview of Acquisition Ethics) and CL106 (COR with Mission Focus).
  • Employee must complete a minimum of 16 hours of COR-specific training required every 3 years, or before assuming COR responsibility if the individual has not performed COR responsibilities within the previous 24 months.
  • Work conditions sometimes require the incumbent to work outside during all types of weather.
  • Candidates selected for this position must pass an extensive medical examination for deployment to CENTCOM area per MOD18 guidance.
  • This position requires the incumbent to posses, obtain and maintain a valid regular or/and official U.S. Passport.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes planning the loading and stowage of cargo aboard vessels and unloading of cargo from vessels in compliance with contract provisions and security requirements.

Experience must have been gained in (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans, or authorizing necessary changes and preparing final plans.

This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.

ARMY TRANSPORTATION

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

This position is located on Naval Support Activity Bahrain in Manama, Bahrain. The area provides abundant off base housing (furnished and unfurnished) and off duty amenities to meet the needs of the population (groceries, shopping, leisure activities, etc.). Bahrain experiences temperature extremes from May through October when temperatures can reach 50C (122F) and 60%-80% humidity. Temperatures from November through April are more temperate and typically range from 10C to 26C (50F to 80F).
