This vacancy announcement is open to the public. This is a temporary position not-to-exceed (NTE) 4 years. This position allows for situational, and recurring telework, but does not qualify for full-time or remote telework. The duty station is in the Thurgood Marshal Federal Judiciary Building at One Columbus Circle NE in Washington, DC, across the street from Union Station with easy access to Metro (red line), VRE, MARC, and Amtrak.

The Administrative Office of the U.S. Courts (AO), Office of the Deputy Director, Case Management Modernization Program Office is seeking an experienced Training Specialist (Enterprise Application) to join its team. This position reports to the Deputy Operations Officer.

The Training Specialist (Enterprise Application) serves as a subject-matter expert in the design, development, delivery, and continuous improvement of training programs for one or more enterprise-level software applications used across the federal judiciary. The incumbent works within a collaborative team environment and partners closely with application program managers, system developers, court unit executives, and end-users nationwide to ensure training solutions are practical, accessible, and aligned with organizational objectives.

The duties of the position include, but are not limited to:

  1. Conducting needs assessments and task analyses to identify training gaps for enterprise application end-users.
  2. Designing and developing instructional materials, including eLearning modules, instructor-led training guides, quick reference cards, job aids, video tutorials, and web-based training courses using authoring tools.
  3. Leveraging digital adoption platform software such as WalkMe, Whatfix to embed training guidance within the new application.
  4. Applying established instructional design models (e.g., ADDIE, SAM) to create engaging, accessible, and effective learning experiences aligned with adult learning principles.
  5. Ensuring training materials conform with Section 508 accessibility standards and AO style guidelines.
  6. Developing processes for knowledge management to ensure articles are added to the database for end users and support staff.
  7. Delivering live, virtual, and blended training sessions to diverse audiences, including court clerks, IT staff, judges' chambers employees, and AO personnel nationwide.
  8. Coordinating logistics for training events, including scheduling, participant communications, virtual platform setup (e.g., Zoom, Teams), and post-session follow-up.
  9. Serving as a subject-matter expert during application rollouts, go-live events, and hypercare periods, and providing real-time support and just-in-time training resources.
  10. Developing and administering training evaluations to assess effectiveness and learner performance.
  11. Analyzing evaluation data and user feedback to identify opportunities for improvement; and recommending updates to training content and delivery methods.
  12. Developing and tracking training metrics, including completion rates, learner satisfaction scores, and knowledge retention.
  13. Coordinating with onboarding lead, change management lead, and Agile Program Management Office on continuous improvement executive reporting.
  14. Partnering with application project teams, business process owners, and change management leads to align training strategy with system releases and enhancements.
  15. Consulting with the onboarding team to engage with stakeholders and understand user environment, workflows, and training constraints.
  16. Participating as a training representative in enterprise application governance groups, working groups, and user communities of practice.
  17. Maintaining current knowledge of the enterprise application(s), including system updates, policy changes, and new functionality, to ensure training content accuracy.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Designing and developing training content for an enterprise-level software application or comparable information technology system.
  • Delivering in person or virtual instructor-led training to audiences of varying technical skill levels.
  • Applying instructional design methodologies (e.g., ADDIE, SAM) to create learning material.
  • Collaborating with subject-matter experts, project teams, or stakeholders to develop or update training programs.

Highly Desired:
  • Experience working within the federal judiciary or a federal government agency.
  • Experience developing training for case management, financial, or enterprise resource planning systems in a court or government environment.
  • Proficiency with eLearning authoring tools such as Articulate Storyline 360, Rise, Adobe Captivate, or Camtasia.
  • Experience supporting large-scale technology deployments or application modernization initiatives.
  • Familiarity with Section 508 requirements and accessible design principles.
Applicants with the following certifications are highly desirable:
  • Certification in instructional design, training delivery, or change management (e.g., ATD CPTD, Prosci ADKAR, SHRM-CP).

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science, information technology, instructional design, or a related field is highly desired.
